- SPAWARSYSCEN Charleston desires to engage in a contractual relationship with a commercial organization that demonstrates the ability to support customer processes and systems, to incorporate emerging Department of Defense and Department of Navy information technology, and to maintain systems that will improve organizational efficiency. Specific initiatives include ship and shore architecture development, new standards engineering, prototype installation, application development, data interoperability, system design, system management and maintenance; data collection, analysis, and other management and implementation efforts in support of Task Force Web, NTIRA, OSI Layer Testing, Navy Network Engineering, Data Translation, Data Mediation, Data Mapping and many other current and future similar SPAWARSYSCEN-Charleston Projects. The commercial entity will possess well-formulated, proven concepts on how to implement these processes into Government. Primary contract performance location will be Charleston, SC. The contractor will be required to maintain a SECRET security clearance during performance of this contract. The contract will be an Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee type contract with Completion and Level of Effort type task orders. The contract will be issued for a base year with four one-year option periods. This procurement will be a small business set-aside. The Government intends to make a single award to the acceptable offeror whose total offer on all items is most advantageous to the Government considering price, past performance, corporate experience, and technical factors. The Government has posted a draft Statement of Work related to this planned procurement on SPAWAR's Business Opportunities Homepage under the SPAWAR Systems Center Charleston Future Opportunities Section at the web page address link noted below. The Government may be updating htis document prior to formal release of the RFP. All comments concerning the draft document are to be provided in writing to the attention of Jennifer Kelley, Code 0216JK, fax (843)218-5947 or via e-mail at jennifer.kelley@navy.mil. The anticipated award date of the subject solicitation is scheduled for 11 OCT 2003. The solicitation and any documents related to this procurement will be available over the Internet on or about 04 APR 2003 at the following SPAWARSYSCEN Charleston WEBSITE address: http://www-chas.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and frequently monitor for amendments (if any) and/or updates to any and all related documents. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided. All responsible small business sources may submit a proposal, which shall be considered by the agency in response to this solicitation.
