- PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SERVICES CLASSCOD: B (Special Studies and Analyses-Not R&D) OFFADD: U.S. Environmental Protection Agency, RCPB Superfund Procurement (3805R), 1200 Pennsylvania Avenue, NW, Washington, DC 20460-0001 SUBJECT : B (CHEMICAL ANALYTICAL SERVICES FOR ORGANIC SAMPLES SOL: PR-HQ-02-10708 POC: Matt Raible (202) 564-0369 The Environmental Protection Agency, Office of Emergency and Remedial Response (OERR) has a requirement for Interim Chemical Analytical Services for multimedia organic samples. This requirement will provide a contractual framework for qualified laboratories to apply U.S.E.P.A. Contract Laboratory Program (CLP) analytical methods for determining the presence and concentration of specified organic analytes in multimedias. The NAICS code for this acquisition is 541380. Contractors will be required to analyze samples according to the analytical methodology, quality assurance/control, and data delivery, both hard copy and electronic data deliverables (EDD), and other requirements set forth in the current Statement of Work (SOW) OLM 4.2, and OLM 4.2A, Modifications, and in accordance with the terms and conditions of the resulting contract. The SOW is posted at http://www.epa.gov/superfund/programs/clp/olm42.htm The Agency intends to award multiple indefinite delivery/indefinite quantity-type contracts with a base period of 12 months and two 6 month option periods to meet the Agency's estimated organic sample analyses need of 40,721 samples per year. No single bidder will be awarded Sub-CLINs/bid lots which, when combined, would require analyses of more than 600 samples per month for organic analyses. It is anticipated that up to 25% of the awards will be set aside for award to small businesses. Solicitation PR-HQ-02-10708 will be issued as an INVITATION FOR BID (IFB) on or about May 21, 2002. Bid opening will be held approximately 30 days later. In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, this IFB, any amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod/ Interested bidders will be required to download the IFB and all related documents from this website. No printed copies of the IFB will be distributed. Contracts will be awarded to technically qualified bidders offering the lowest pricing. Bidders will be determined to be technically qualified based upon: (1) evaluation of analytical results received from bidder on EPA provided Pre-Award Performance Evaluation Samples (PA-PES), (2) evaluation of Contractor Compliance Screening (CCS) electronic and hard copy, (3) and satisfactory results of on-site laboratory inspection, as applicable. PA-PES are designed to test a laboratory's ability to detect specified organic target analytes within established limits, and to deliver compliant hard copy and electronic documentation which supports the results of the PA-PES. Bidders must request from the Contracting Officer by close of business June 7, 2002. It is anticipated that PA-PES will be mailed to the requesting laboratories on or about June 14, 2002 Bidders who request PA-PES after June 7, 2002 will not receive samples. Bidders must complete their analysis of the PA-PES, and deliver all hard copy and electronic deliverable data within the specified time frame. All hard copy and electronic deliverables must be received at the Agency-designated location within 14 calendar days of receipt of PA-PES. Complete instructions regarding this process will be included in the IFB. Bidding laboratories currently enrolled in an existing Organics CLP Program who have successfully passed their most recent quarterly blind PE samples, and who have no current adverse performance issues (e.g. are not on Project Officer hold, etc.) will be considered for this solicitation as being technically qualified, and will not be required to complete a PA-PES sample, or to have an on-site inspection. Bidders that receive contracts will be expected to be able to submit compliant hard copy and electronic data immediately upon contract award.
