Description
This notice is a combined synopsis/solicitation Notice of Intent for Software Management Services for the Finch Suite of bioinformatics software in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes being requested & a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI-RML-30006). Solicitation documents and incorporated provisions & clauses are those in effect through Federal Acquisition Circular 2001-12 dated 1/27/03. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 511210 and the small business size is $18M. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis proposes to award a purchase order to Geospiza Inc, 2442 NW Market St., PMB 344, Seattle, WA 98107, on a sole source basis for providing the following services: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis has three PE Biosystems 3700 DNA sequencers that generate thousands of sequence reactions per day. Approximately 40 or more researchers at RML use the current RML Finch Suite of Programs to manage, track and analyze their DNA sequence information. The LHBP is currently sequencing 7 bacterial genomes externally and three genomes internally. The genome data has been downloaded into the RML Finch Suite of Programs for data management. It is necessary to purchase a second Finch Suite of Programs, now referred to as the Genome Finch Suite of Programs, in order to separate data-intensive genome projects from the normal sequencing requests and efforts performed with the RML Finch Suite of Programs. The contractor shall provide a Chromatogram Manager which will manage data, perform automatic base calling with Phred, and provide quality reports and data distribution interfaces. The contractor shall provide an Assembly Manager that will assemble data with Phrap, or SPS-Phrap, organize downloads for Sequencher and other programs, and also store a variety of project fields and folders. The contractor shall be responsible for ensuring that both the Chromatogram Manager and the Assembly Manager are licensed under the existing license between Geospiza and RML for the RML Finch Suite of Programs.The contractor shall provide a RDBMS, 3 processor upgrade license, increasing the Solid database license from the current one-processor license to a four processor license. The contractor shall provide Finch basic support based upon 25% of license fees and remote access. The contractor shall work with RML IT staff to ensure the best solution and configuration for establishing the Genome Finch server on the RML E450s. The contractor shall install the Chromatogram Manager and Assembly Manager at RML. The contractor shall perform maintenance, troubleshooting, and performance tuning on the Finch Suite of Bioinformatics Programs as needed. The contractor shall work with NIAID/OTIS staff to ensure that the Finch Suite of Bioinformatics Programs complies with NIAID, NIH, and DHHS security policies, including Section 508 Accessibility Standards(Section 1194.21). FOB Point shall be Destination, Hamilton, MT. Award will be based on capability to meet above stated salient characteristics, delivery, price & past performance. Offers may be mailed or faxed to POC indicated above(Fax-406-363-9376).
