Description
AMENDMENT 002 ? 8 March 2003. The purpose of this amendment is to answer vendor questions. The date for receipt of quotes IS NOT extended. Clauses and Provisions incorporated by reference are available at the following web site address: farsite.hill.af.mil. 1. QUESTION: I would like to know where both types of paper which you are asking for are to be used. Is it for Digital Printing or for an Offset Printer, this makes a difference as to which paper is to be used. ANSWER: The 13 1/4 x 18 1/8 paper is for the DI press. The 11 x 17 paper is for RISO graphs. 2. QUESTION: Will any of the paper be used for digital printing? ANSWER: Yes, the 13 1/4 x 18 1/8. 3. QUESTION: Are both sheet sizes grain long? One size did not have this designation. ANSWER: Only 13 1/4 x 18 1/8 paper is long grain. 4. QUESTION: Do both need to be ream wrapped packages of 500 sheets per package in the carton of 2,500 sheets? ANSWER: No just the 11x17 paper. 5. QUESTION: The 13 1/4" x 18 1/8" size is new to the market and the standards are bulk packed and 1,300 sheets in a moisture resistant carton not the 2,500 sheets. Would I be able to bid 2 each of these (2,600 sheets)? This would be more cost effective for you and me versus doing a custom 2,500 sheets. ANSWER: No special packaging is required. Please quote the commercial packaging - 2,600 sheets is acceptable. 6. QUESTION: Can you give an approximate delivery date once awarded? ANSWER: The paper is needed as soon as possible. Please quote your best delivery date as it is an evlauation factor. 7. QUESTION: The manufacturers are having a difficult time locating the product requested in CLIN0001: 13-1/4 x 18-1/8, 60lb. paper. Producing it can be done through a converter, but would add to the cost. ANSWER: The product is currently available on the market and has been purchased. It is up to the vendor to locate sources and quote on a product that meets the government?s stated requirement. 8. QUESTION: Do you currently have a supplier for this product? I am trying to ascertain the manufacturer of the product. Better to use an existing source than to re-invent the wheel. The end result, the government gets the best price possible. ANSWER: The product is currently being purchased, however, it is up to the vendor to locate sources. 9. QUESTION: Is there a mandatory recycled content? ANSWER: The paper for the DI MUST be Class A or new paper 13 x 18 . The 11 x17 can have recycled content. 10. QUESTION: Is there a minimum brightness required? ANSWER: No, the paper must be WHITE. AMENDMENT 001 ? 5 March 2003. In response to vendor questions, the subject synopsis solititaion is amended to include ?offset? in the paper description. SEE UPDATED DESCRIPTIONS IN ALL CAPS. The date for receipt of quotes IS NOT extended. The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for purchase and delivery of paper per the descriptions below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference Request For Quotation number USZA92-03-T-0015. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-12. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System Code (NAICS) is 322233. Size Standard is 500 employees. This requirement is 100% set aside for small business. REQUIREMENT: CLIN 0001: Paper; White; OFFSET; 60lb; Long Grain Smooth Finish; 13 1/4" x 18 1/8"; 2500 sheets per box; 400 boxes. CLIN 0002: Paper; White; OFFSET; 60lb; Smooth Finish; 11" x 17"; 2500 sheets per box; 400 boxes. DELIVERY to Fort Bragg, NC. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph "a" of the provision: "Quotes will be evaluated as to price and delivery. Award will be made to the lowest responsive quote from a responsible bidder submitting an offer found to be most advantageous to the government."; 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.219-6 Notice of Total Small Business Set Aside; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26, 52.232-33, 52.222-36, 52.247-64, and 52.222-35. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable. QUOTES ARE DUE: Quotes shall be received at HQ-USASOC ATTN: AOCO (Barbara Bowles), Fort Bragg, North Carolina, 28310, not later than 2:00 p.m. ET, 14 Mar 2003. Fax submissions will be accepted at (910) 432-9345. E-mail submissions will be accepted at bowlesb@soc.mil. Quotes shall include: (1) original letter signed by an individual authorized to bind the organization, with a schedule of offered items to include unit and total price, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Questions must be submitted in writing no later than 7 Mar 2003. Questions may be submitted via e-mail. All answers will be provided via an amendment to the solicitation. Any amendments that may be issued will be published in the FBO the same as this combined synopsis/solicitation.
