Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. NAICS 541612. This announcement constitutes the only solicitation. Proposals (RFP) are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses, which are in effect through Federal Acquisition Circular 01-10. The Government contemplates award of fixed price type contract. Single award, base year with options, is anticipated on/about April 2003. PROPOSALS ARE DUE BY 02/24/2003 4:OOPM LOCAL TIME. DESCRIPTION: Fire Prevention Education Team Coordinator, Performance Based Statement of Work Background The National Fire Prevention and Education Team (NFPET) program has been serving on an interagency basis throughout the United States since 1996. NFPETs are typically mobilized and deployed to locales, which are experiencing higher than normal wildfire danger or a high incidence of human caused wildfires. Their primary role is to supplement and support the wildfire prevention efforts of local personnel and agencies. They have proven to be highly successful at reducing the occurrence of unwanted human caused wildfires, through the use of trained specialists and state-of-the-art communication and education techniques. Prior to the 2002 wildfire season, NFPETs had been requested by federal and state agencies in 20 states. Numerous additional requests were received during 2002. From 1996 through the 2002 wildfire season, the training, equipping and mobilization of NFPETs was conducted on an ad hoc basis. Although widely recognized as a successful entity, and provided for in recent editions of the National Mobilization Plan, NFPETs and team members often had to overcome mobilization, logistical, financial, organizational and demobilization challenges in order to successfully accomplish an assignment. In 2001, the National Wildfire Coordinating Group's (NWCG) Wildland Fire Education Working Team (WFEWT) expressed an interest in sponsoring the NFPET program and assembled a task force to develop a three-year strategy which would to lead to the program being recognized and managed as a true national, interagency resource. The resulting ?National Fire Prevention and Education Teams Three Year Strategy? provided mission and vision statements, outlined focus areas, and presented strategies and tasks necessary for this concept to proceed. Members of the task force included subject-matter experts from the Forest Service, National Park Service, Bureau of Land Management, and the Bureau of Indian Affairs. In January 2002, the WFEWT reviewed and approved the three-year strategy and presented it to the NWCG. The NWCG subsequently accepted the concepts embodied in the strategy and approved an annual budget allocation for three years. Scope of Requirements Final Contract requires a specialist that provides technical assistance, oversight, advice, training, and recommendations on the management and development of the National Fire Prevention and Education Team (NFPET) program; assists the Washington Office, Regions and Forests in developing effective dispatch and utilization protocols. Overall, this position is responsible for raising the standards, over a three-year period, of the NFPET program to the level where its operations can be sustained without the need for a dedicated national coordinator. Knowledge Required: Knowledge of established principles, practices, and concepts sufficient to provide leadership and assistance to national, regional and local line officers in the development and implementation of NFPET activities. The incumbent must have sufficient knowledge to advise specialists and technicians in wildfire prevention and education methods and in media relations. Knowledge of various federal, state and local government agency policies, principles, practices, methods, and procedures, in order to plan and implement a NFPET program which will effectively supplement and enhance national, regional, and local wildfire prevention and education programs and efforts. Knowledge of national policies and procedures to ensure that NFPET activities are consistent with these policies and procedures. Comprehensive practical knowledge of wildfire prevention methods, and procedures, techniques including knowledge of basic techniques and methods of public relations, public information, marketing research and promotion, and the operation of broadcast and print media. Knowledge and skill in training methods to identify and train employees and cooperators in wildfire prevention and education activities and programs. Skill in written and oral communications to develop prevention plans and programs and to communicate with employees, cooperators, and the general public. Previous NFPET experience is required. Results and Outputs The contractor will serve as a principal specialist with responsibility for oversight, management and development of the NFPET program. Contractor will be held responsible for the development and implementation of a strategic plan for NFPET mobilization, training, and support which is consistent with National and Regional plans and programs. The strategic plan must integrate the needs and resources of various levels of federal, state and local government agencies. Plan and direct the use of NFPETs throughout the nation. This includes the planning for NFPET mobilization, the identification and training of potential NFPET personnel, the equipping of NFPETs, the mobilization and deployment of NFPETs, and the support of NFPETs in the field beginning in summer 2003. Contractor will be responsible for the identification and resolution of problems and issues related to NFPET mobilization, training, use, and field support. This involves the facilitation of an assemblage of stakeholders; providing technical assistance and advice; and liaison with various levels of federal, state and local government agencies. Contractor will work with other appropriate personnel and agencies, to assist in the establishment of procedures that facilitate the mobilization, deployment and use of NFPETs. Periodically monitors and evaluates plans for conformance with preplanned objectives and program effectiveness, develops and promotes new opportunities for NFPET activities. Contractor will provide technical assistance to deployed NFPETs so that they can effectively influence public attitudes, opinions and behavior toward unwanted wildfire. These include but are not limited to wildfire prevention public relations programs such as Smokey Bear, media campaigns, and specific targeted efforts identified by appropriate line officers. Technical assistance is provided both prior to NFPET mobilization and following NFPET deployments to the field. Contractor will assist NFPETs with the planning and implementation of major information and education campaigns. Plans, develops and trains prospective NFPET members to work with communities and with the media, both prior to NFPET mobilization and following NFPET deployments to the field. Contractor will be responsible for the development and distribution of campaigns and materials needed to conduct regional, community, and locally based wildfire prevention and education programs. Gathers information from a variety of sources including interviews, reading, study, research, and observation. Develops written materials, compact discs and an internet site which contains model press releases, brochures, posters, public service announcements and other items which will assist deployed NFPETs to effectively transmit information concerning the nature and purpose of wildfire management and wildfire prevention to individuals and communities at risk from wildfire. Contractor will work with various levels of federal, state and local government agencies to assess team and personnel training needs that are required and necessary to prepare NFPETs to mobilize and deploy to a wide variety of locations and situations, on short notice. Contractor will establish positive working relationships with various levels of federal, state and local government agencies in wildfire prevention and incident information. Will take a leadership role and strive to promote cooperation with other agencies. Implications or Outcomes Responsible for the development of the National Fire Prevention and Education Team (NFPET) program in developing effective dispatch and utilization protocols. Overall, this position is responsible for raising the standards, over a three-year period, of the NFPET program to the level where its operations can be sustained without the need for a dedicated national coordinator. Tasks and Deliverable Products Specific tasks and deliverable products are listed in an approved three-year strategic plan. Mobilization and Deployment Mechanisms and procedures are needed which will enable the mobilization and deployment of a NFPET in a timely and efficient manner. Strategy 1: Incorporate NFPET positions into the national wildfire qualification System. Task 1: Determine the performance requirements needed for NFPET leader and team member positions. Task 2: Develop Task Books needed for personnel to qualify as NFPET leaders and team members. Task 3: Develop NWCG certified training courses needed for personnel to complete Task Book required training, in order to become qualified as a NFPET leader or team member. Task 4: Incorporate information concerning the NFPET program into future editions of the Wildland and Prescribed Fire Qualification System Guide, PMS 310-1. Strategy 2: Streamline and improve the mobilization and deployment procedures for NFPETs, until the program has been fully integrated into the national wildfire qualification system. Task 1: Obtain mnemonics for NFPET leader and team member positions. Task 2: Resolve reoccurring mobilization, deployment, logistical, financial and demobilization problems encountered by personnel serving on NFPETs. Task 3: Incorporate information concerning the use of NFPET's into future editions of the National Mobilization Guide. Task 4: Annually, develop and provide to the National Interagency Fire Center (NIFC) a list of approved NFPET leaders and their assigned on-call periods. Task 5: Annually, develop and provide to the NIFC a list of approved NFPET team members and a list of approved NFPET trainees. Task 6: Establish a protocol by which NIFC will mobilize and deploy NFPET's, much as IMT's and BARE Teams are now mobilized and deployed. Education and Awareness Throughout the NWCG's sphere of responsibility, create a enhanced level of understanding about the NFPET program. Strategy 1: Develop education and communication mechanisms by which local, regional, and national wildland agency employees will become more familiar with the NFPET program. Task 1: Develop a communications plan which will which make local, regional, and national wildland agency employees more familiar with the NFPET program. Such a plan shall include both short term products and long term products. Task 2: Within three years. complete and deliver the short term products called for in the communications plan. Task 3: Make provisions for the timely completion and delivery of long term products called for in the communication plan. Team Interaction Create a strong, seamless interaction between NFPETs and requesting units, Incident Management Teams (IMT), and other appropriate entities. Strategy 1: Improve communications and coordination between NFPETs, field units, and other appropriate entities. Task 1: Implement procedures outlined the document titled ?Host Unit and Prevention / Education Team Guide.? Task 2: Post the ?Host Unit and Prevention / Education Team Guide" on a NFPET web site. Strategy 2: Improve communication and coordination with IMT?s. Task 1: Make presentations at national and local IMT meetings which are designed to increase awareness, understanding and familiarity with the NFPET program. Task 2: Make a presentation at the general session of the National Incident Communications Conference which is designed to increase awareness, understanding and familiarity with the NFPET program. Task 3: As additional opportunities become available, take advantage of other forums to increase awareness, understanding and familiarity with the NFPET program. Support Tools and Materials Provide the tools and materials needed to effectively support mobilized and deployed NFPETs. Strategy 1: Develop a wide variety of professional, easy to use wildlfire prevention and education materials for NFPET use. Task 1: Identify existing wildfire prevention and education materials, which are suitable for NFPET use. Task 2: Obtain the services of a graphic artist and/or other required specialists to improve and refine existing wildfire prevention and education materials for NFPET use. Task 3: Identify wildfire prevention and education materials, which are needed but are not currently available, for NFPET use. Task 4: Obtain the services of a graphic artist and/or other required specialists to create wildfire prevention and education materials, which are needed, but are not currently available, for NFPET use. Strategy 2: Maintain existing NFPET mobilization kits and improve them as needed. Task 1: Annually review the contents of NFPET mobilization kits and prepare them for use. Task 2: Periodically review the contents of NFPET mobilization kits and upgrade or improve their contents as needed. Task 3: Create a process for maintaining NFPET mobilization kits and provide it to the Fire Cache in Grand Rapids, MN for implementation. Strategy 3: Develop and maintain a web site, to provide a centralized source of wildfire prevention and education materials, for NFPET use. Task 1: Maintain the web page hosting procedures to ensure the web site is user friendly, easily accessible, and sustainable. Task 2: As soon as possible, post existing and to be developed wildfire prevention and education materials, in a manner which is suitable for easy downloading. Task 3: Periodically, update the inventory of wildfire prevention and education materials maintained on the web site. Strategy 4: Develop and maintain compact discs (CD's), to provide a complete and easy to use source of wildfire prevention and education materials, for NFPET use. Task 1: Within one year, procure, duplicate and distribute CD?s which contain existing and to be developed wildfire prevention and education materials. Task 2: Annually, update, duplicate and distribute CD's which contain the most current wildfire prevention and education materials. Evaluation Evaluate the performance of each NFPET at the end of an assignment. Strategy 1: Create a process for evaluating the performance of mobilized NFPETs by the host unit. Task 1: Develop an evaluation form for use by host units. Task 2: Establish a process to collect and review evaluation forms completed by host units. Task 3: Establish a process to identify needed NFPET program changes or improvements, based on the evaluations completed by host units. Task 4: Establish a process to identify the individual strengths, weaknesses and contributions made by personnel assigned to a mobilized NFPET. Task 5: Establish a process to recognize above normal contributions made by personnel assigned to a mobilized NFPET. Format, Content & Schedule of Deliverables Oversight :The WFEWT will provide oversight and support to the NFPET program and ensure implementation of this Strategic Plan. The USDA Forest Service will administer the contract. The contractor shall submit all documents electronically to USDA Forest Service Fire and Aviation, Fire Prevention Officer. Submit quarterly (March, June, September December) The contractor shall submit progress to the WFEWT their meeting or as requested to document progress on the implementation of the Strategic Plan. The WFEWT shall establish an NFPET Advisory Task Force to advise the WFEWT and the NFPET Program Coordinator on changes and improvements needed in the NFPET program. The NFPET contractor as Program Coordinator, will serve on the Advisory Task Force. The NFPET Advisory Task Force shall meet at least once each year. The NFPET Advisory Task Force shall provide periodic reports to the WFEWT as they may require. Acceptable Documents ? NWCG approved National Fire Prevention and Education Teams Three year Strategy Prepared by the NWCG Fire Education Working Team September 2002. ? Draft copies of Task books for team Member and Team Leader ? Host Unit and Prevention / Education Team Guide. Acceptance Criteria Contractor progress will be monitored on a quarterly basis by the USDA Forest Service Fire and Aviation Management Fire Prevention Officer and the WFEWT. Program elements progress will be discussed with contractor on a quarterly basis. The process of inspection will include: Contractor submission of quarterly reports, progress on tasks to complete the strategic plan, and web page, prompt and accurate submission of material for review, outreach efforts, prompt and accurate management of the Fire Prevention Education Teams and response to dispatch. The USDA Forest Service will review quarterly and provide feedback in any areas of noncompliance. Areas of non-compliance and contractor feedback will be revisited within two weeks or at the next quarterly review. The USDA Forest Service will provide feedback in writing and will notify the contractor when the elements meet the requirements. The number of proposal(s) that need to be submitted: Technical Proposal: original and copies, Past Performance: Original and 2 copies; Business Proposal: Original and 2 copies. Evaluation factors: technical, past performance, cost The Government intends to award a contract resulting from this solicitation to responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with factors in the solicitation.
