Description
DTCG87-03-Q-643100, Provide all labor, equipment, materials, supervision, transportation, special tools and other related items to perform repair work on an 1,800 foot tunnel (wood framed passage way) connecting the station building to the transmitter building at USCG LORSTA Port Clarence, near Nome, Alaska. Access is by air charter only. There are no regularly scheduled commercial flights to Port Clarence. The tunnel cross section is approximately 4? wide by 8? high, constructed of 2?x4? stud walls with no insulation. The interior of the passage is covered with panel board and the exterior wall with asbestos cement panels. The tunnel is supported on timber foundation 4?x12?x12? every 10? on compacted gravel and is anchored with 3/16? guy cables and turnbuckles to timber foundation on both sides of the tunnel at 10? intervals. The Purpose of the repair work is to prevent rain and snow from entering the tunnel. Repairs to tunnel roof are required due to damage from falling ice. Repairs to the guy cables and tension adjustment will prevent or reduce the horizontal movement of the tunnel walls by drifting snow and wind loads. Repair work includes repairs to both the exterior and interior of the tunnel and includes, but is not limited to: re-attach eye bolts and guy cables which have pulled out from the tunnel wall and timber foundation; adjust tension in guy cables; replace broken /damaged guy cables & hardware; salvage & re-use existing turnbuckles and other hardware in good condition; repair and caulk cracks in asbestos cement panels; repair holes from eye bolt pull outs; roof repairs, cut & nail sections of 90 lb. mineral cap sheet over damaged areas of roof, seal edges of mineral cap sheet with asphalt roof patch or mastic roof compound, coat exposed roof nail heads with asphalt roof patch or mastic roof compound, seal cracks in the existing roof with asphalt roof patch or mastic roof compound; repair holes and seal cracks and openings in interior wall, repair or replace damaged wall panels, seal corner joints, install molding. The performance period is 21 calendar days from issuance of notice to proceed. It is estimated that notice to proceed will be issued the first week of June 2003. The estimated price range is between $25,000 and $100,000. This procurement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 238190 and the applicable size standard is $12.0 million dollars in average annual receipts for the past three years. All responsible small businesses may submit a quote. Any quote in excess of $25,000 will be subject to bonding/payment guarantee requirements. This solicitation will not be issued in paper form. Telephone requests will not be accepted. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue (estimated to be on or about March 26, 2003) from the Government-wide Electronic Posting System website (FedBizOpps) at http://www.eps.gov. Any amendments issued to the solicitation will be posted solely on that website. Prospective quoters are responsible for checking the website for amendments up to the date and time for receipt of quotes. Companies not having the capability to download solicitation documents may refer to a list of printers available through the Tri-Service Solicitation Network, http://tsn.wes.army.mil/TSNSolicitationPrinting.asp.
