- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate with Vladimir Khromchenko, Gaithersburg, MD, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available to develop apparatus for the NIST Spectral Emittance Facility. Specific tasks include: 1) construction, assembly, and testing of several fixed point blackbody sources; 2) installation and testing of multiple sample heaters, integrating sphere inserts, and mounting/stage hardware for infrared spectral emittance measurement system; 3) assembly, installation, testing and operation of transfer standard pyrometer for comparison of blackbody sources; and, design, construction, assembly and testing of optics/radiometer mounting structures for external blackbody calibration system; 4) design of mounts for girders to support Beamline 7 Monochromator; 5) installation of girders; and, 6) installation of cross roller bearing slide. This is a sole source requirement as the contractor is: a member of the Radiometry and Radiation Thermometry Section of the All Russian Institute for Optical Physical Measurements (VINIIOFI)(the Russian National Metrology Institute equivalent to NIST); headed efforts that developed state-of-the-art blackbodies for radiometry and temperature measurement, which are now being used at standards laboratories across the world, including the U.S., U.K. and Germany; and, possesses a high level of expertise, critical to the successful outcome to NIST's project to develop a world class spectral emittance facility, in developing and implementing the auxiliary systems required for operation and testing of blackbodies. A fixed price Purchase Order will be issued on or about 03/24/03 with a six month performance period. Two nine month option periods with three tasks each will be included covering the following: 7) make fully operational, test, and characterize liquid nitrogen and near ambient temperature blackbody sources; 8) design of sample heater, mounts, water-cooled housing, and temperature control for vacuum reflectometer system; 9) operate fixed point blackbodies, and perform measurements with radiometers to establish temperature scales for the FTIR Emittance System; and,10) design black cavity reflectometer instrument(s) for moderate to low temperature sample emittance measurement; 11) assemble all remaining elements of the vacuum reflectometer system, and 12) design prototype portable emissivity measurement system around Fourier Transform Spectrometer. The NAICS code for this acquisition is 541330 and the size standard is $4.0 mil. Interested persons may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) is not available. See Note 26.
