Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Beverly Payne, Gaithersburg, MD, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to provide measurement services for accelerometer calibrations. Specific tasks include: 1) training in procedures for accelerometer calibrations, both comparisons and interferometric, and for NIST internal quality assurance work; 2) training on the theory and procedures for the calibration of NIST standards by reciprocity and interferometric methods; 3) preparing written documentation in compliance with requirements contained in Chapters 4 and 5 of NIST Handbook 150 for the calibration systems used in support of NIST SP 250 Service ID Nos. 24010C through 24030C and 24050S; 4) training in procedures for accelerometer calibration using the NIST Super Shaker fringe-counting and minimum point-methods; and, 5) training in procedures for the preparation of final calibration reports to customers. This is a sole source requirement as the Contractor built many of the components utilized by the opto-mechanical and opto-electronics devices for the NIST Super Shaker, has operated the apparatus, and possesses extensive knowledge related to the methodology involved in measuring accelerometer sensitivities using complex interferometric techniques. A fixed price Purchase Order will be issued on or about 03/26/03 with a twelve month performance period and 1 twelve month option period. The NAICS code for this acquisition is 541690 and the size standard is $6.0 mil. Interested persons may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) is not available. See Note 26.
