Description
The Northwest Fisheries Science Center (NWFSC) of the National Marine Fisheries Service (NMFS) requires the charter of four commercial trawlers to conduct a bottom trawl survey of groundfish resources of the continental shelf and slope zone (30 to 700 fathoms) from the Canadian border around Cape Flattery, Washington to the Mexican border near San Diego, California. Each vessel will be under charter for approximately 60 days with a required option to extend the charter for 15 additional days. The charters will begin in Newport, Oregon, unless another port is selected by mutual agreement, and end in San Diego, California. Each charter period will be broken into five to six cruise legs of seven to ten days each with a two-to-three day port call between legs. Under the direction of a NMFS-designated chief scientist, the vessels will fish in a systematic manner with bottom trawl gear according to a pre-specified survey design and a manual governing the construction, rigging, and operation of the trawl gear used for sampling. The trawl gear to be used during the charter will be supplied by NWFSC, as will a portable trawl instrumentation system that will be used to monitor and measure various aspects of the trawl's performance during sampling hauls. The vessels must allow for thru-hull transducers to be installed in dry dock. The Government intends to award up to four charters to serve either during the first survey period beginning on or about June 1, 2003 or during the second survey period, which will begin two weeks after the end of the first and will also run for approximately eight weeks. Offerors may propose more than one vessel. The charter contract will include an option, to be exercised at the Government's sole discretion, to charter the vessel(s) again for the same period and purpose in 2004. In general, typical coastal trawlers are required, however, vessels must be at least 60 feet long and have a minimum horsepower rating of 400. The vessel must be capable of towing the experimental gear at a minimum speed of 2.2 knots at a fishing depth of 700 fathoms and must be able to maintain a cruising speed of at least 8 kn in low sea states. There must be berthing accommodations for three project scientists (which may include women) as well as a crew comprising at least two fishermen and a captain. A Request for Proposals providing detailed technical and performance specifications and proposal instructions will be issued on or about March 25, 2003. The proposed contract is 100% set aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. See Numbered Note 1.
