Description
1. This announcement is an update regarding the planned FAA Telecommunications support contract opportunity. The purpose of this update is to notify interested parties of the FAA's plans regarding these procurements. 2. The FAA is planning to conduct 3 separate procurement activities. The combined total of these 3 procurements represent work which was previously procured under the FAA Telecommunications Support Contract (FTSC), Broad Information Technology Services (BITS) task orders, and support contracts with OTS, SAIC and TRIOS. The first procurement will be titled TSM Engineering, Operations and Management (TEOM). The second will be titled Business and Financial Management Services (BFMS). 3. The third procurement is still in the early planning stages but will be for Local Area Network (LAN) Management, Property Management and some software development to support Headquarters TSM users. A Statement of Work, evaluation criteria and schedule are not available for the LAN procurement, at this time. The purpose of the LAN Management contract is to provide seat management for approximately 75 seats. The system is running MS Windows 2000 NT servers and Windows 2000 Professional clients. Category 4 and 5 cabling is provided to each of three floors with connectivity between floors provided by fiber optic backbones. Primary applications include the MS Office tool suite, Lotus Notes and other FAA developed database interfaces. 4. Attached to this announcement are the following documents: a) TEOM draft Statement of Work b) TEOM draft instructions to offerors, proposal preparation requirements and evaluation criteria c) TEOM draft evaluation schedule d) BFMS draft Statement of Work e) BFMS draft instructions to offerors, proposal preparation requirements and evaluation criteria f) BFMS draft evaluation schedule g) Estimate of the level of effort associated with each procurement h) Statement of interest and qualification (with Business Declaration form) 5. Regarding the TEOM and BFMS procurements, the FAA is currently deciding whether either of these procurement efforts can be conducted as a small business set-aside. For the LAN management procurement, the FAA is currently deciding whether this procurement can be a small business or an 8(a) set-aside. In addition, we seek comment from industry regarding attachments a) through f). 6. Interested parties are requested to submit the following to the points of contact listed below. No later than 7 working days after the date of this announcement, please submit a statement of interest and qualification for any of the three procurements. Statements of interest and qualification are for the sole purpose of determining whether a sufficient competitive field exists to conduct any of the procurements as set-asides. No later than 12 working days after the date of this announcement, please submit any comments on attachments a) through f). These statements will not be used for downselect or pre-qualification purposes. Attachments c) and f) identify the planned next steps for the TEOM and BFMS procurements. Plans for the LAN management procurement will follow within a few months. 7.
