- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DTNH22-03-R-08280 applies and is being issued as a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-12. Competition for this requirement is "full and open." The National Highway Traffic Safety Administration (NHTSA), Vehicle Research and Test Center (VRTC) has a requirement for a quantity of 188 Uniaxial Piezoresistive Accelerometers for use in Hybrid III Anthropomorphic Test Dummies. Delivery shall be FOB: Destination to the Vehicle Research and Test Center, 10820 State Route 347 ? Building 60, East Liberty, OH 43319 with final inspection and acceptance at destination. VRTC intends to award a firm-fixed price order for these accelerometers. Each accelerometer shall comply with the following specification: Range: + 2000 g; Sensitivity: .20mV/g MIN; Mounted Resonance Frequency: 22,000 Hz MIN; Signal Output must be compatible with and recordable in a data channel as defined by SAE J211; Damping ratio: Undamped (.005); Transverse Sensitivity + 1% MAX; Non-Linearity and Hysteresis: + 1% MAX (NOTE: Although the SA572-S4, Rev. D. specification calls for non-linearity and hysteresis of + 2%, this solicitation requests an accelerometer with a non-linearity and hysteresis of + 1% MAX); zero Offset: + 25 mV; Excitation: 10V DC: Thermal Sensitivity: -5% Typ at 0 degrees Fahrenheit to 150 degrees Fahrenheit; Temperature Exposure Limits: 0 degrees/+200 degrees Fahrenheit without damage; Weight: 1 gram (without cable); Humidity: Sealed; A cable at least 30 foot long is required for each unit. Dimensional requirements and performance specification for the SA572-S4 Revision D accelerometer are defined by NHTSA drawing SA572-S4 Revision D Released Aug 15, 2001. This drawing is common in crash test dummy drawing packages and can be found on the web at http://dmses.dot.gov/docimages/pdf74/145149_web.pdf on page 99 of 103. The Government requires delivery of the total quantity of 188 accelerometers within 90 days after award. Delivery may be incremental during the 90 days. Accelerated delivery is preferred. Quotations must contain: 1) Prices ? price per unit shall be submitted. Quantity discounts shall be clearly stated. As applicable, any proposed discounts, on a most-favored customer basis, shall be identified; 2) Detailed technical description of unit proposed. Any discrepancy from the drawing or stated technical specification shall be clearly annotated. 3) Proposed Delivery Schedule and confirmation that delivery can be made within the stated required delivery time. 4) Brief history of experience by the company in manufacturing this or other similar accelerometers; 5) Name of and signature of an authorized company representative along with telephone and fax number. 6) A completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial items must be submitted along with the Offeror?s quote prior to receiving award of a purchase order. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors ? Commercial Items; 52.212-2 Evaluation ? Commercial Items. The government may award a purchase order resulting from this RFQ to the responsible contractor whose quote, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following non-price factors, listed in descending order of importance, will be used to evaluate quotations: 1) Ability to meet technical specification. (2) Delivery Schedule - accelerated delivery is desired and will be evaluated higher than delivery of all units at 90 days. (3) Past Performance. These three factors will be evaluated with the same significance as price. For evaluation of Past Performance, the offeror must provide at least two references for contracts/purchase orders of similar services within the last three (3) years. Each reference must include customer's name and address, contact person, date of performance, telephone number and contract value. If the offeror has no Past Performance information, then it will be rated on its ability to meet the technical specification, delivery schedule and on price. FAR 52.212-4, Contract Terms and Conditions - Commercial Items apply.
