Description
VISN 4 is seeking a contractor to provide all required psychological assessment services for incumbent VA police officers and police officer applicants for the following VISN 4 facilities during the contract period: Pittsburgh, PA; Philadelphia, PA; Butler, PA; Erie, PA and Wilmington, DE. Psychological assessments for incumbent/applicant police officers from Butler, Erie and Pittsburgh will be performed at the VA Pittsburgh Healthcare System, Pittsburgh, PA; and psychological assessments for incumbent/applicant police officers from Wilmington and Philadelphia will be performed at the Department of Veterans Affairs Medical Center, Philadelphia, PA. The estimated contract period is May 1, 2003 - April 30, 2004, and there are two (2) one-year renewal options. The psychological assessments will be performed in accordance with the guidelines in VA directives which provide guidance designed to determine an officer's capability of conducting designated functional requirements essential to the duties of a VA police officer and an officer's suitability to carry a firearm. VA regulations require an initial psychological assessment for VA police officer applicants which shall include a structured interview and written psychological testing, and an annual psychological assessment for incumbent police officers which is limited to a verbal interview covering only job related factors, unless concerns arise during the psychological evaluation. The initial and annual psychological assessments shall be performed by a psychologist with recognized expertise in performing these specifically focused exams. Services shall be provided by a psychologist who has a doctorate from an American Psychological Association (APA) approved graduate program, is experienced working with adults, is experienced in performing psychological assessments on police officers and/or police officer applicants, and is licensed in the state of Pennsylvania. It is highly desirable that the psychologist be board certified in Forensics by the American Board of Behavioral Psychology (ABBP). Offerors are advised that they are responsible for obtaining amendments, and they are strongly encouraged to complete the Solicitation Mailing List on the website. Requests for hard copy solicitation must be in writing to Linda Glancy (04A1-H), VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206 and accompanied by a non-refundable check for $5.00 made out to the VA Pittsburgh Healthcare System. No telephone requests will be accepted. The offeror will submit a price proposal and a written narrative technical proposal addressing these evaluation factors: 1) Qualifications of Examining Psychologist(s); and 2) Past Performance. The estimated proposal due date is April 17, 2003 (C.O.B.). Numbered Note 1 applies, and the NAICS code is 631330. All responsible sources may submit an offer which shall be considered by the agency. This procureemnt is subject to the availability of funds.
