Description
NA This is a pre-solicitation notice. The Government is soliciting proposals for a multiple discipline construction task order contract (TOC) for the maintenance, repair, and minor construction of Illinois Air National Guard Facilities at Peoria Air National Guard Base, Peoria, IL in support of 182nd AW. Typical work will include but not be limited to: Construction of new facilities, interior renovations, heating, ventilation, air-conditioning, digital controls, plumbing, electrical, fire suppression, fire al arm, intrusion alarm, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt, storm drainage, environmental remediation, and other related work. Awards shall be made to three or more qualified small business firms based on predetermined evaluation criteria. NAICS project code for this is 233. Source selection procedures will be in accordance with DFARS 215.605, shall be used for the basic TOC. Evaluation criteria for the basic contract in descending order of importance, i s as follows: A: Company experience and past performance on similar projects. Item 1. Performed five (5) or more similar projects. Item 2. Reference evaluations. B: Project management ability. Item 1. Key project management staff. Item 2. Quality control. Item 3. Technical support staff. Item 4. Location of firm and staff in relation to 182nd AW. C: Subcontracting support capability. Item 1. Subcontract management. Item 2. Identification of key subcontractors. Item 3. Level of subcontra cting and selection procedures for subcontractors. D: Evaluation of contractor financial responsibility and lowest technically acceptable proposed price of first project (XYZ). Multiple award of the basic contract will be made to at least three (3) cont ractors. The contract period shall be for a base period of 1 year from date of award with two (2) one-year options to extend. Task orders shall not exceed an estimated yearly cumulative of $1,000,000.00 to any one contractor. Task orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgements) in accordance with FAR 16.505. Individual task order values are estimated to be between $2,000.00 and $500,000.00 with the majority of the task orders not exceeding $25,000.00. Work shall be performed in accordance with the specifications to be available upon issuance of the requests for proposal (RFP). Solicitation will be issued on or about 11 April 2003 with proposals due 30 days later. Interested concerns should request solicitation in writing or by facsimile (217) 761-3665.
