NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation, DACW21-03-Q-0019 is issued as a Request for Quotation. This solicitation is being conducted under Simplified Acquisition Procedures specified in Part 13 of the Federal Acquisi tion Regulation (FAR). The North American Industry Classification System (NAICS) code is 721211. The size standard for this NAICS is $6,000,000.00. This procurement is 100% set-aside for Small Business. All responsible small businesses may submit a quot ation, which if timely received, shall be considered. The Request for Quotation that will be evaluated based on price with award being made to the lowest responsible offeror. The item and quantity is as follows: CLIN 0001: Provide Park Attendant Service s, to include collection of Day Use user fee?s, selling annual passes and dissemination of Parks and Corps of Engineers literature to public visitors at Amity, Cherokee, Clarks Hill Park, Lake Springs, Parksville, and West Dam Day Use areas, J Strom Thurmo nd Lake, Clarks Hill, South Carolina, in accordance with the scope of work. Qty: 1 Lump Sum $___. Period of performance will begin on 12 April 2003 and continue until 31 May 2003. Statement of Work: Section TP-1, General Information: TP-1.0 Purpose: T he purpose of this specification is to procure Day Use Park Attendant Services in accordance with TP-T-1. Specific performance areas as well as periods and times of attendant services are indicated in TP-T-1. TP-1.1 Supervision: The Contractor shall ap point a competent point of contact, that will be available to coordinate daily if necessary with the assigned Government representative at Thurmond Project. The contractor?s POC shall ensure that performance requirements are being met. TP-1.2 Pre-work Co nference: The contractor shall attend a Pre-Work Conference with the Government Representative, to establish lines of authority and responsibility for the administration and performance of the contract requirements, as well as attendant duties and operati ng procedures. Section TP-T-1, Pare Attendant Services: TP-T-1.0 Scope of Work: Provide Park Attendant Services, to include collection of Day Use user fee?s, selling annual passes and dissemination of Park and Corps of Engineers literature to public vis itors at Amity, Cherokee, Clarks Hill Park, Lake Springs, Parksville and West Dam Day Use areas. TP-T-1.1 Applicable Regulations: Perform Park Attendant Services in accordance with EP-2-316 (Title 36), Rules and Regulations Governing Public Use of Corps o f Engineers Water Resources Development Project. TP-T-1.2 Contractor Responsibilities: The contractor shall staff Park Attendants at locations as indicated above, and at the times as follows: 12 April thru 20 April 2003 - Saturday and Sunday Only: 8:00 AM to 6:00 PM; 21 April thru 31 May 2003 -Monday thru Thursday: 10:00 AM to 6:30 PM., Fri-Sat-Sun; 8:00 AM to 8:30 PM. TP-T-1.2.1 Two attendants shall staff each gate house during the period of 1 thru 31 May on Friday, Saturday, Sundays and Holidays, between the hours of 12:00 noon a nd 4:30 PM. The additional attendant will compensate for the normally heavy visitor traffic during this period. TP-T-1.2.2 Each gate house attendant shall be provided with a portable transceiver radio (Government Furnished Equipment) for emergency commun ication with Corps Ranger Personnel and the Project Manager?s Office. The Government will also provide a cash register and register tape for the machine. TP-T-1.3 Attendant Duties: Attendant duties shall include, but not be limited to, issuance of entra nce passes and brochures; handling emergency communications for Ranger and/or medical services; disseminating information; and ans wering questions for the public regarding park rules, facilities available, etc. All Attendant interaction with the public shall be performed diplomatically, courteously, and promptly. TP-T-1.3.1 Gate houses shall be maintained in a neat and clean condit ion during hours of operation. This will include cleaning as necessary of the rest room and office facilities within each gate house. Carpet shall be vacuumed daily and vinyl foors mopped at least weekly. TP-T-1.4 Fee Transmittals: The contractor shal l transfer fees collected at the gate houses, to the Project Managers office, each Tuesday at 9:00 A.M. Fee collections will be subject to Government audit at very short notice. TP-T-1.4.1 The contractor shall provide each attendant a minimum of $100.00 in small bills and change, to make change during fee collection. TP-T-1.5 Identification of Park Attendants: The contractor shall immediately establish and provide Park Attendants with uniforms, consisting of a company standard trouser or skirt with wh ite short sleeve shirts. Park Attendants shall be in the established standard uniform at all times. Company identification, will be accomplished by a patch on the breast pocket or left shoulder. TP-T-1.6 Orientation: Prior to beginning work, all atten dants shall attend a short orientation meeting at the PMO, to establish policies, duties, Security, fee remittance and specific administrative procedures regarding daily attendant services.
