- This Request for Information (RFI) is two fold. First, the Marine Corps Systems Command, is seeking any commercial sources capable of manufacturing sixty-six (66) Bridge Erection Boats (BEB). The second part of this RFI is to seek sources that can remanufacture the current fleet of sixty-six (66) BEBs. The purpose of this RFI is to enable the Government to determine if it is more cost effective to purchase sixty-six new BEBs or have the current fleet remanufactured. Vendors are encouraged to respond to both parts of this two fold RFI. However, responses to only one part are acceptable. The BEB shall meet the mission needs required by Operating Forces, to include being capable of the movement and placement of floating material, supporting diving operations, maritime projects, inland water patrols, hydrographic survey operations and performing other missions related to military operations afloat. The BEB essential characteristics shall include: be skid/cradle mountable; provide a minimum of 4400 lbs. thrust forward and a minimum of 2200 lbs. thrust in reverse using a steerable hydro jet propulsion system; utilize JP-8 as fuel; threshold weight of 8800 lbs; not to exceed (NTE) threshold width of 98 inches; NTE threshold length of 324 inches; NTE threshold height of 178 inches with mast extended; minimum capacities of 15 passengers or 4400 lbs. cargo (threshold); draft of no more than 22 inches (no load) or 26 inches with a load of 4400 lbs.; provide a reinforced bow and frame with knees for material handling; capable of resisting corrosion in salt air environment (components be resistant to surface blistering, material loss or breakdown or chalky residue); and coated with water-based, Chemical Agent Resistive Coating (CARC) paint. Contractor Logistics Support (CLS) with worldwide capability is an important element, as well as commercial warranty services and the ability to provide New Equipment Training (NET). The remanufacture shall consist of, at a minimum, the replacement of the engine, hydro jets, steering, all gauges and electrical wiring, as well as the refurbishment of the hull. At this time the Government does not have funding to support the program. However, for a possible new acquisition, the Marine Corps Systems Command (MCSC) is involving industry in the early development phases of acquisition planning. Commercial firms possessing the characteristics noted above are invited to submit the following: (1) Product brochures or marketing materials outlining specifications, to include a statement of capabilities, (2) current GSA contract information regarding unit; technical, operator, maintenance and parts manuals; warranty; New Equipment Training (NET); Contract Logistics Support (CLS) and schedule pricing and (3) corporate history. As part of your response, please include information on delivery/lead time, commercial warranty terms and conditions, worldwide CLS and NET capabilities and any current GSA or other Government Wide Agency Contracts available to order the supplies. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. NO SOLICITATION DOCUMENT EXIST AT THIS TIME. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be mailed to Marine Corps Systems Command, Attn: CTQ5TM, Bldg. 2033, Suite 315, Quantico, VA 22134-5010 no later than April 15, 2003.
