Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA), along with state and local officials, have embarked on an intensive study of the nation's air monitoring networks to assess their future ability to meet the objectives set forth by Congress and the Clean Air Act. The overarching objective of the strategy is to manage the nation's air monitoring networks such that changing priorities and needs, both national and local, can be accommodated within a scientifically sound and resource optimized framework. Currently, the strategy document entitled "Draft - National Ambient Monitoring Strategy" is under review and comments have been received. As a result, the EPA requires technical support to: (a)refine details of the major components of the document while promoting the strategy within the scientific community; (b) answer comments received from the reviewers of the draft; (c) make modifications to the draft document as appropriate; (d) review and revise any public information materials developed by the National Air Monitoring Srategy Steering Committee;(e) assist the EPA Monitoring and Quality Assurance Group with the review of regional ambient monitoring network assessments received from each of the 10 US EPA Regions; and (f) research/investigate and develop written materials on the feasibility of utilizing the latest in ambient air monitoring information transfer technology. This effort will be procured as a small business set-aside (SBSA). It is estimated that the RFQ will be issued approximately 15 days after the date of this notice. Quotes will be due approximately one week (7) days after the RFQ issuance date. The complete Statement of Work (SOW), Request for Quotation(RFQ)and any RFQ amendments will be available via the Internet at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the RFQ, SOW, and RFQ amendment(s)(if any) via the Internet. Once you obtain a copy of the SOW and RFQ via the Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any amendments. Hard copies or diskettes will not be available. All responsible sources may submit a quotation/proposal which will be considered by the Agency.
