Description
The Overseas Private Investment Corporation (?OPIC? or, the ?Agency?), a self-sustaining agency of the U.S. Government, is seeking one or more private equity investment consultant(s) to assist the Agency?s Investment Funds Department (?IFD?) in designing: 1) Two different investment programs targeted at certain regions and countries eligible for OPIC support; and 2) Recruitment and selection of qualified fund management with respect to these programs. OPIC has adopted an Asset Allocation Plan (the ?AAP?) that sets forth, inter alia, guidelines for IFD?s investments through FY03 and FY04. The AAP anticipates OPIC?s participation in four Core funds for FY03. These will include: 1. A fund for Latin America (which may focus on Mexico) (the ?LatAm Fund?); 2. A global sectoral fund (the ?GS Fund?); 3. A fund for underserved regions of Asia (the ?Asia Fund?); and 4. A non-core fund focused on regions where OPIC may anticipate that its core product will meet with limited market response (the ?EFSI?). The period of performance for the consultant services shall be approximately eight (8) months from the date of contract award. Special consideration will be given to those consultant firms with a broad and extensive roster of clients, including public, corporate and institutional investors; experienced staff with experience in evaluating private equity and emerging markets private equity fund managers; a proven, rigorous and disciplined due diligence process; research capability including access to relevant benchmark data; and an appreciation for the multiple legal and business environments relevant to the tasks. In addition, the selected Consultant should be prepared to demonstrate an ability to mobilize a dedicated team and start work immediately to meet a series of aggressive schedules.
