Description
The USDA, Agricultural Research Service (ARS), North Atlantic Area (NAA) has a requirement for an indefinite quantity contract for Architect-Engineering services to support facility renovation projects, plus repair and maintenance, alteration, and/or new construction projects for its research laboratory facilities (including greenhouses and biological safety laboratories). The locations are at the following locations: Orono and Presque Isle, ME; University Park, PA; Boston, MA; and Ithaca/Geneva, NY. Services may also be required in NAA's remaining research locations in Newark, DE; Frederick MD, Wyndmoor, PA; and, Kearneysville, Leetown and Beaver WV. In support of research missions, services under the contract will include, but not be limited to, energy-related studies, environmental site assessments and studies, building and/or site investigations/studies, feasibility and conceptual studies, radon testing, asbestos and other hazardous materials abatement, life cycle cost analyses, engineering design criteria development, statement of work/program of requirement development, design analyses, designs, construction drawings, specifications, detailed cost estimates and analyses, and construction management/administration services. A/E services will also be required for bid evaluations, shop drawings and submittals review and approval, construction inspection and/or monitoring, design review, technical consultation, field surveys, engineering reports, and computer aided drafting. The contract shall be for 12 months from date of award, with the option to renew for four (4) additional 12-month periods. Delivery orders will be issued for each individual project and will not exceed $100,000 per project. The annual amount of the contract will be a minimum of $500 and will not exceed $500,000. The Government reserves the right to award more than one contract for this requirement. There is no initial project. Consideration of firms will be limited to those firms who at a minimum, maintain an office within 210 mile radius from NAA's locations in Ithaca and Geneva, New York. Only firms that provide A-E services primarily in the disciplines of architectural, civil, structural, mechanical, electrical and environmental engineering for pre-design, design, and post design A-E services for research laboratory facilities will be considered. The following specific factors will form the basis for evaluation and determination of those highly qualified firms and selection of the best qualified. The evaluation criteria factors are listed in the descending order of importance: (1) (a) Professional Qualifications: Submit a matrix for the proposed design team (s), including alternatives, that contain the following information about the member's assignment. Team members name, firm name/location, team assignment, % time to be spent on this team, highest education level/discipline (BS, mechanical engineering), states where professionally registered, number of years of professional experience, number of years with the firm. Also for project managers and team leaders, identify number of teams or projects that they have managed over the past 5 years. (b) specialized experience and technical competence in the type of work required to support facility construction and renovation projects and alteration or repair of facilities in support of agricultural research in laboratory and field settings, including where appropriate experience in developing and writing statements of work, preparing project cost estimates using MEANS; preparing job drawings using an automated drawing system such as AUTOCAD. (2) Construction management/administration including inspection, shop drawing/submittal review, technical information in response to Requests for Information (RFIs), quality assurance, change order reviewed and commissioning. (3) Past performance in completion of contracts in a laboratory research environment for other Government agencies and private industry in terms of cost control, quality control, quality of work, and compliance with performance schedules; and (b) demonstrated ability to successfully coordinate work with all subcontractors or consultants. (4) Capacity to accomplish the work within the required time frames and to handle multiple delivery orders simultaneously. (5) Location of firm that has been in operation in the area for at least 3 years prior to the date of this announcement to demonstrate distance from the NAA Ithaca and Geneva, New York research laboratories and location of subcontractors which must comply with the same distance evaluation criteria as stated for the prime contractor. This requirement is unrestricted and open to all qualified and responsible firm. For information purposes only the NAICS code for this requirement is 54131 and the small business size standard is $4 million average annual receipts. Firms meeting the above evaluation criteria requirements and design consideration must submit one (1) original and five (5) copies each of Standard Forms (SF 254 and 255 not later than 3:00 pm standard time on April 15, 2003 to the ARS office located above. One (1) original and five (5) copies each of SF-254s and SF-255s must be submitted for all proposed subcontractors or consultants. Identify project number 50-3615-3-02 on all documentation..
