- The Air Combat Command (ACC) Contracting Squadron at Langley AFB, VA seeks to identify responsible potential sources and obtain information in regards to privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority". The Air Force is seeking interest and information specifically for the potential privatization of the electric, natural gas, water and wastewater utility systems at numerous Air Combat Command bases. The objective, should privatization result, is the ownership of the Air Force base's electric, natural gas, water and wastewater systems, operation and maintenance and obligation to continue to provide utility service for an indefinite and ongoing period will transfer to a utility service provider. All responsibility for providing and maintaining reliable utility service, including such items as, compliance with applicable laws and regulations, maintenance costs, major system renovations, construction, equipment, manpower and overhead costs will become the utility service provider's responsibility. It is intended that the privatization will ultimately reduce the Air Force's life-cycle costs for operating and maintaining utility systems and services. This request for interested parties is for gathering information and is a required component of a systematic process to evaluate the interested parties under the Air Force Utilities Privatization Program. To minimize costs to both potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with formal RFPs. This Request for Interest is not a guarantee on the part of the government that a formal solicitation will be issued. Parties interested in acquiring any of the Air Force utility systems listed below should provide a statement of interest which includes the Company name, address, email address and phone number for your point of contact, the installation name(s) and system(s) your firm is interested in acquiring. Also include a description (no more than two pages) of the firm?s capabilities, qualifications, experience and resources available for each system of interest. ACC LOCATIONS: Utilities privatization is being considered for the following installations: Barksdale AFB Shreveport, LA Beale AFB Marysville, CA Cannon AFB Clovis, NM Davis-Monthan AFB Tucson, AZ Ellsworth AFB Rapid City, SD Holloman AFB Alamogordo, NM Minot AFB Minot, ND Mountain Home AFB Mountain Home, ID Nellis AFB Las Vegas, NV Offutt AFB Omaha, NE Shaw AFB Columbia, SC Whiteman AFB Knob Noster, MO Descriptions of the utility systems being considered for privatization are provided below The descriptions are provided only to give an approximation of the size, scope and general description of the utility systems being considered for privatization. The system parameters are approximations and subject to change. Any numbers should only be used for estimating purposes. BARKSDALE AFB, LA UTILITY SYSTEM DESCRIPTION General Base Description: The following information is only an estimate of the size, scope, and general description of the natural gas utility system at Barksdale AFB and is subject to change. Barksdale Air Force Base is an active military installation located in Northwest Louisiana in the Shreveport - Bossier City Metropolitan area. The base is located on 21,802 acres of Air Force owned land. It has 1005 buildings including military family housing units. Natural gas is the only system being considered for privatization at Barksdale AFB. Natural Gas System: The natural gas distribution system receives gas from four Reliant Energy-Arkla owned gate stations (150-200psig) at the base boundary where the pressure is regulated down to 25 psig for distribution throughout the base. The system has approximately 192,000 linear feet of pipe, both steel and polyethylene, varying in size from 1/2 to 12 inches in diameter. There are approximately 1300 natural gas regulators. BEALE AFB, CA UTILITY SYSTEM DESCRIPTION General Base Description: The following information is only an estimate of the size, scope, and general description of the natural gas utility system at Beale AFB and is subject to change. Beale Air Force Base is an active military installation located 13 miles east of Marysville, CA. The base is located on 22,944 acres of Air Force owned land. Natural gas is the only system being considered for privatization at Beale AFB. Natural Gas System: Natural gas is supplied to the Beale AFB by Pacific Gas and Electric Company at a single delivery point and who owns a large portion of the on base distribution system. The Air Force owned portion of the system has approximately 61,400 linear feet of piping, 106 isolation valves, and 27 meters. The gas lines are predominately one-inch and four-inch coated and wrapped steel and two-inch PE. . There are approximately 53 natural gas regulators and 27 meters. CANNON AFB, NM UTILITY SYSTEM DESCRIPTIONS System Descriptions: The following information is only an estimate of the size, scope, and general description of the natural gas and wastewater utility systems at the base and is subject to change. Cannon AFB occupies approximately 3,782 acres of real estate in Curry County, New Mexico. Natural gas and sanitary wastewater are the only systems being considered for privatization at Cannon AFB. Natural Gas: Cannon AFB does not generate its own natural gas. The natural gas distribution system consists of approximately 262,007 linear feet of piping. Distribution main and secondary lines range from 1 to 6 inches in diameter. Approximately 97% of the natural gas system is polyethylene. Sanitary Wastewater: The wastewater collection system consists of approximately 228,423 linear feet of piping. Main and secondary lines range from 4 to 24 inches in diameter. Lines are constructed from concrete or asbestos cement, vitrified clay, PVC, high-density polyethylene, and cast or ductile iron piping. The wastewater treatment plant has a design flow of 1.13 million gallons per day. The plant consists of a screening facility that includes a manual bar screen, a mechanical bar screen, influent pump station with emergency generator, sequence batch reactors, aerobic digester, chlorine contact chamber, sludge drying beds, and a composting area. DAVIS-MONTHAN UTILITY SYSTEM DESCRIPTIONS General: Davis-Monthan AFB is located in the Sonoran Desert of southern Arizona (AZ), in Pima County, within the city limits of Tucson. The 355th Wing is the host wing at DMAFB. Davis-Monthan AFB occupies 10,633 acres and contains approximately 1850 buildings. Natural gas is the only system being considered for privatization at Davis-Monthan AFB. Natural Gas: Natural Gas is supplied to Davis-Monthan Air Force Base by Southwest Gas Corporation through a 4 inch main line and 4 inch meter (Wilmot City Gate) and a 6 inch main line and a 4 inch meter (Swan Gate). These metering and regulating stations serve the base at 35 PSIG. Southwest Gas Corporation owns the two supply lines, metering stations and regulators. The natural gas system is owned by the base from the metering stations onward. These two separate supply systems are linked at the FamCamp area. The main metering station is located just south of the North Ramp near Building 1632. At this station, the lines supplying the housing areas are split from those supplying the main base. All lines are looped except those supplying the Kachina Housing Area. Southwest Gas Corporation also supplies and owns a 4 oz natural gas service to Bldg. 8030 with a separate 1.5 inch main and 1.5 inch meter. There is an El Paso Natural Gas Company 10 ? inch High Pressure Natural Gas pipeline that crosses a southwest portion of the Base. This line is not connected to the Base natural gas system. There are no physical on-base natural gas wells. The Southwest Gas Corporation metering stations used for billing purposes is identified in Table 7.1.1-1. The Air Force-owned distribution system consists of approximately 366,555 linear feet of underground piping. The majority of the piping is less than 10 years old. The old gas system replaced is carbon steel pipe and is abandoned in place. Natural gas is used primarily for central gas chiller plant, space heating, hot water, and exclusively for stove, range, hot water and majority heating in all housing. There are service regulators for every building including all housing that reduces the pressure of the gas. Approximately 99 percent of the system piping is polyethylene (PE) and the remaining 1 percent is PVC or carbon steel. The PE piping was installed in the early 1990?s. No cathodic protection systems exist for the natural gas system. The existing 2 inch PVC line with steel risers remains in the trailer park area and is projected to be abandoned in the future. PVC pipe for gas is not industry standard and due to yard irrigation, it is probable that deterioration of the steel risers is likely. Since the steel is not interconnected adding cathodic protection could be costly. Abandonment of the system entirely or a renovation project to upgrade the system to industry standards should be considered for the trailer park area. The PE piping diameter ranges from 8 inches to 1 inch. A total of 40 meters are located within the base gas system. ELLSWORTH AFB, SD UTILITY SYSTEM DESCRIPTION General: Ellsworth Air Force Base is located approximately eight miles east of Rapid City, South Dakota. It has 5411 acres of Air Force owned land. The base has 1097 total buildings; this includes 714 military family housing buildings that comprise 1838 military family housing units. Ellsworth is the home of the 28th Bomb Wing (28 BW), which serves as the host unit. Natural gas is the only system being considered for privatization at Ellsworth AFB. Natural Gas: The base does not generate its own natural gas. The system includes a total of 292,778 linear feet of gas piping. HOLLOMAN AFB, NM UTILITY SYSTEM DESCRIPTIONS General: Holloman AFB occupies approximately 59,827 acres of real estate in Otero County, New Mexico and is the home of the 49th Fighter Wing. Natural gas and sanitary wastewater are the only systems being considered for privatization at Holloman AFB. Natural Gas: Holloman AFB does not generate its own natural gas. The natural gas distribution system consists of approximately 390,803 linear feet of polyethylene piping. Lines vary in diameter from1 to 6 inches. Sanitary Wastewater: The wastewater collection system consists of approximately 424,763 linear feet of piping. Main lines are constructed of concrete and vary in diameter from 6 to 8 inches. The wastewater treatment plant has a design flow of 1.5 million gallons per day. Treatment consists of preliminary, biological, chlorine disinfectant and removal, and aerobic sludge digestion and dewatering. MINOT AFB, ND UTILITY SYSTEM DESCRIPTION General: Minot Air Force Base is located 8 miles north of the city of Minot, in Ward County, and entirely outside of the Minot city limits. It has 1471 buildings, including 911 military family housing buildings, and 4,714 acres of real estate. Natural gas is the only system being considered for privatization at Minot AFB. Natural Gas: There are approximately 217,238 linear feet of natural gas piping on Minot AFB. The base does not generate its own natural gas. MOUNTAIN HOME AFB, ID UTILITY SYSTEM DESCRIPTIONS General: Mountain Home AFB is an active military installation located in Elmore County, Idaho. The base is approximately 10 miles west of the city of Mountain Home. Mountain Home AFB is the home of the 366th Wing. Mountain Home AFB and its auxiliary facilities occupy 119,431 acres consisting of Air Force owned lands, private property easements, public lands withdrawn from use, public domain permits, and right of- way. The main base area encompasses 6,729 acres. The auxiliary facilities include the Saylor Creek Gunnery Range (109,466 acres), the Small Arms Range Annex (3,182 acres), and the C.J. Strike Dam Marina (3 acres). Additionally, four outlying facilities: Rattlesnake Radar Station, Middle Marker, Grasmere Electronic Combat Site, and Seneca Ground Wave Emergency Network Station, collectively occupy 51 acres. Mountain Home contains approximately 145 commercial buildings. Natural gas and sanitary wastewater are the only systems being considered for privatization at Mountain Home AFB. System Descriptions: The following is provided only to give an approximation of the size, scope and general description of the utility systems(s) being considered for privatization. The following system parameters are approximations. Any numbers should only be used for estimating purposes: Natural Gas: The Natural Gas Distribution System consists of approximately 168,464 linear feet of piping ranging in size from three-quarters to six inches in diameter. Polyethylene piping comprises most of the system, however two military family housing units contain steel piping. Mountain Home AFB does not generate its own natural gas. Sanitary Wastewater: The Wastewater Treatment Plant consists of three sequence batch reactors, a chlorine contact chamber, a biosolids handling facility, a lined storage lagoon, and 11 rapid infiltration basins. The Wastewater Collection System consists of approximately 270,352 linear feet of sewer mains and laterals ranging in size from six to twenty-four inches in diameter. Lines include a combination of asbestos cement, vitrified clay, concrete, iron, and polyvinyl chloride (PVC) piping. MINOT AFB, ND UTILITY SYSTEM DESCRIPTION General: Minot Air Force Base is located 8 miles north of the city of Minot, in Ward County, and entirely outside of the Minot city limits. It has 1471 buildings, including 911 military family housing buildings, and 4,714 acres of real estate. Natural gas is the only system being considered for privatization at Minot AFB. Natural Gas: There are approximately 217,238 linear feet of natural gas piping on Minot AFB. The base does not generate its own natural gas. NELLIS AFB, NV UTILITY SYSTEM DESCRIPTION General Base Description: The following information is only an estimate of the size, scope, and general description of the natural gas utility system at Nellis AFB and is subject to change. Nellis Air Force Base is an active military installation located in Clark County, Nevada. The base is approximately 8 miles NE of Las Vegas, NV. The base is located on 11,259 acres of Air Force owned land. It has 1,734 buildings with a total of 6,900,000 square feet including 1,355 military family housing units. Natural gas is the only system being considered for privatization at Nellis AFB. Natural Gas System - The natural gas distribution system receives gas from two Southwest Gas owned gate stations, one at 300 psig, and the other at 125 psig from where the natural gas pressure is reduced for distribution throughout the base. There are seven master meter locations in the distribution system. The system has approximately 185,000 feet of D-2513 polyethylene (PE) pipe, varying in size from 3/4 to 6 inches in diameter. Each facility receiving natural gas has at least one regulator. There is a compressed natural gas facility with seven filling stations that is also part of the sale of the natural gas distribution system. OFFUTT AFB, NE UTILITY SYSTEM DESCRIPTIONS General: Offutt AFB is located in eastern Sarpy County and included in the Greater Omaha- Council Bluffs Metropolitan Statistical Area. It is located nine miles south of downtown Omaha and is bounded by the City of Bellevue to the north, east, and west. Offutt AFB occupies 4,041 acres including remote sites. The main Base (shops, hangars, administration buildings, and Wherry housing area) and the Capehart housing area occupy approximately 2,709 acres of Federally owned land. The portions of the clear zones west of Fort Crook Road and east of Harlan Lewis Road are easements and are not owned in fee simple. There is one purchased easement for Capehart housing. Electric, natural gas, water, sanitary wastewater are all being considered for privatization at Offutt AFB. Offutt AFB and the Capehart housing area are geographically separated entities. There are 1,468 buildings of which 71 percent are residential, 1 percent commercial, and 28 percent industrial. The core of the main Base, originally known as Fort Crook, is a national historic district. The Cultural Resource Management Plan dated August 15, 1998, an inventory conducted for the National Register of Historic Places, describes 240 historic buildings. They include administrative buildings, garages, aircraft hangars, family dwellings, barracks, recreational, and service facilities. Electric: Omaha Public Power District (OPPD) provides electric power to two substations near the Base. The Base owns and operates two 69 kV overhead lines and one 69 kV underground line; and owns and operates the 69 kV-13.8 kV substations, including 69 kV structures and switches, transformers, and all 13.8 kV distribution equipment. The distribution system is overhead or concrete encased underground duct bank from the substations to the buildings. Natural Gas: Natural gas is supplied to Offutt AFB by Peoples Natural Gas (PNG). The Base plans to install one compressed natural gas (CNG) fueling station for vehicle fueling. Gas is distributed throughout the Base in 234,000 lf of steel gas mains, up to 8-inch diameter. Water: Potable water is supplied to Offutt AFB by Omaha Metropolitan Utilities District (M.U.D.). Potable water is distributed on base through 457,000 lf of ductile iron, cast iron, PVC, and asbestos cement water mains, up to 12-inch diameter. Wastewater: Wastewater collected at Offutt AFB is discharged to the City of Omaha sewer system for treatment at its wastewater treatment plants. The wastewater collection system includes 258,000 lf of vitrified clay, reinforced concrete, PVC, and asbestos cement sewer mains, up to 24- inch. There are 10 lift stations and a small amount of force main piping. SHAW AFB, SC UTILITY SYSTEM DESCRIPTIONS General: Shaw AFB occupies 16,742 acres of federally owned or leased land in Sumter and Kershaw Counties, SC. The main cantonment area encompasses 3,354 acres and is located within the western boundary of the City of Sumter, SC. The base is approximately 10 miles west of the downtown area. The largest metropolitan area in the vicinity is Columbia, SC, 34 miles to the west. Shaw AFB auxiliary facilities include the Poinsett Electronic Combat Range (13,364 acres) 15 miles south of Shaw AFB and the Wateree Recreation Area (24 acres) 37 miles to the northwest. Shaw AFB has 1,286 total buildings. Of this total, 884 of the buildings are for housing purposes. Natural gas and sanitary wastewater are the only systems being considered for privatization at Shaw AFB Natural Gas: There are 33,800 LF of mains on the main base and 74,000 LF in MFH. Sanitary Wastewater Collection and Wastewater Treatment Plant: The system includes 133,500 LF of sanitary sewer mains on the main base and 108,200 LF in MFH as well as eleven sewage pump stations. The treatment plant has a 1.2 million gallon per day (mgd) capacity and an average daily flow of 0.8 mgd. There is no pretreatment. WHITEMAN AFB, MO UTILITY SYSTEM DESCRIPTION General: Whiteman AFB, located two miles south of Knob Noster in Johnson County, Missouri, is an Air Combat Command (ACC) installation that organizes, trains, equips, and maintains combat ready forces for rapid deployment and employment. The host command is the 509th Bomb Wing, overseers for B-2 operations and maintenance. Whiteman AFB occupies 4,627 acres. It is comprised of 1,359 facilities. This consists of 42 administrative facilities, 665 military family housing (MFH) facilities, and 652 industrial facilities. Natural gas is the only system being considered for privatization at Whiteman AFB. Natural Gas: Natural gas is supplied to the base from Williams Pipeline Services via a single 12- inch coated and wrapped steel line at 400 psi. Distribution on base is handled by approximately 160,000 linear feet of piping ranging in size from 2-inches to 6-inches in diameter. The distribution system is composed primarily of plastic pipe, although some coated and wrapped steel is also still in use. The distribution system is capable of handling the current and projected demands of the base, with a current average use of only 21% of available capacity.
