- This is a combined synopsis/solicitation for commercial item services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is accompanied by the BLM Solicitation No. AFQ030005 South Mittry Chip and Ship is issued as a Request for Quotation. No further written solicitation will follow. The contract line items are as follows: Line Item Number, Description, Quantity, Unit of Issue; and Total; Base Line Item No. 001 Mechanical Processing of Vegetative Debris, Transportation of Wood Chips and Non-vegetative Debris 1 Job at $_____ per job = Total $_____; Option Line Item 002 Mechanical Processing, Transportation of Vegetative and Non-vegetative Debris to Landfill 1Job at $____ per job = Total $____. GENERAL REQUIREMENTS AND BACKGROUND: This requirement is for the chipping and transportation phase of the South Mittry Vegetative Clearing and Habitat Restoration Project. Transportation of the chips to the power plant located in Mecca, California is also incorporated into this Statement of Work. Non-vegetative and/or foreign materials shall be properly disposed using nearby landfill or refuse transfer station. As an option, should the power plant refuse the processed chips, all resulting acceptable chips and non-chippable, non-vegetative materials shall be transported to the nearby landfill or refuse transfer station. TECHNICAL REQUIREMENTS: The delivery of wood waste shall consist of clean wood, tree trimmings and prunings. Wood waste shall not include grass, straw (hay), palm trees, or succulents of any type. It shall not contain more than 1 percent (1%) of mud, concrete, grit or other noncombustible foreign material (contaminants) in aggregate volume. By volume, 99% of all wood waste produced shall be no greater than three inches (3") in all dimensions. All acceptable wood waste products shall be transported to Colmac Energy, Inc. a power generating plant located approximately 145 miles one-way in Mecca, California. Remainder of non-chippable and non-vegetative materials shall be disposed of properly adhering to all applicable disposal laws, rules, and regulations. All fees, licenses, and permits necessary to fulfill this requirement are the responsibility of the contractor. For an extended description of the requirement, refer to Section C Statement of Work of the Clauses Section of RFQ No. AFQ030005.
