This is an updated announcement with corrected dates. PLEASE READ TH= IS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE I= SSUED. This is a combined synopsis/solicitation for commercial items prepar= ed under FAR Part 13.5 - Test Program for Certain Commercial Items, and pre= pared in accordance with the format in Subpart 12.6, as supplemented with a= dditional information in this request. This announcement constitutes the o= nly solicitation; proposals are being requested and a written solicitation = will not be issued. This requirement is being issued by GovWorks under the= Department of the Interior Franchise Fund on behalf of Naval Sea System Co= mmand, Outfitting and Materials Support. This acquisition will be issued u= tilizing small purchase procedures, indicating a minimum and maximum order= quantity. As future requirements are identified, it is critical that GovW= orks has a contract vehicle in place for client agencies with an immediate = need for these types of products or services. All work performed under thi= s type of contract will be specifically identified by the issuance of a FIR= M FIXED PRICE amendment to the purchase order, which will include a require= ments statement, identifying the qty and delivery schedule. All shipping a= nd handling costs must be included in quoted price. All deliveries under t= his contract will be FOB Destination. Commercial items FAR clauses 52.212-= 1 Instructions to Offerors-Commercial Items, 52.212-3 Offeror Representatio= ns and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditi= ons-Commercial Items, and 52.212-5 Contract Terms and Conditions Required t= o Implement Statues or Executive Orders - Commercial Items, apply to this s= olicitation, and may be downloaded from http://farsite.hill.af.mil. FAR 52= .212-3 has Representations and Certifications that must be completed and re= turned with the proposal. GovWorks Procurement will handle the solicitatio= n, and resultant contract administration as well as payment of invoices. G= ovWorks is a Federal Franchise Fund Contracting Office under the authority = of the Government Management Reform Act and provides contracting support to= all Federal and DoD Agencies. The successful Offeror will be required to = complete electronic banking information for electronic payments. All respo= nsible and responsive offers will be considered. All questions concerning = this RFQ must be received by March 14th, 10:00 pm via email to: lane.donley= @mms.gov. Questions received after the deadline of March 14th, will not be= accepted. Technical and Cost proposal are due via email no later than Mar= ch 21st, 2pm to: lane.donley@mms.gov. No phone calls concerning this acqui= sition will be accepted. All inquiries must be via email, and all question= s and responses will be posted to the fedbizopps.gov website as an amendmen= t to the original announcement. 1.0 Background: The mission of Military Sealift Command is to provide oce= an transportation of equipment, fuel, supplies and ammunition to sustain U.= S. forces worldwide during peacetime and in war for as long as operational = requirements dictate. During a war, more than 95 percent of all the equipme= nt and supplies needed to sustain the U.S. military are carried by sea. As= one of three component commands, MSC provides the sea transportation to su= pport the mission of the United States Transportation Command: To provide a= ir, land, and sea transportation for the DOD, both in time of peace and tim= e of war. Recent crises have underscored the vital role of Military Sealift= Command as a major contributor in the execution of our national strategy. = The command operates ships that provide combat logistics support to U.S. Na= vy ships at sea; special mission support to U.S. government agencies; pre-p= ositioning of U.S. military supplies and equipment at sea; and ocean transp= ortation of defense cargo in both peacetime and war. The Mobile Security= Group provides the security protection to the above mission both in peacet= ime and war and uses the operational security gear that the MSC is required= to use. 2.0 Objective: The Vest, Flotation, NWS (SBU), Tactical P/N LBT-1620A-R i= s not readily available in the Navy Inventory. As an alternative, the requ= irement is being competed. =20 Contractor shall provide the following Force Protection gear: *=09Vest, Flotation, NWS (SBU), Tactical P.N LBT-1620A-R.=20 3.0 Scope: The contractor shall produce and provide Vest, Flotation, NSW= (SBU), Tactical, in accordance with ALSAFE 003/02 (COMNAVSAFECEN 102000Z = JAN 02). The Vest will be constructed and materials to be used are as foll= ows: 1.=09Simple and quick to put on, reasonably comfortable, lightweight (3KG),= one size fits all. 2.=09Hardware and closed cell form is UL or USCG approved. 3.=09Front-3ntry adjustments (3) using 1" nylon web and side-release buckle= s.=20 4.=09Adjustable crotch straps using =BE" nylon web and side-release buckles= . 5.=09Standard sized pockets for magazines (2/M16-3 or 2/M14-2,) compass, st= robe light, survival equipment, day/night flares, whistle, pocket knife, et= c. 6.=09All pockets feature eyelet-reinforced drain holes. 7.=09Robust drag handle on back behind neck. 8.=09Pouch (vertical on back) for hydration bladder. 9.=09Radio pouch (horizontal on upper back) for Motorola MX300/350 or simil= ar sized radio. 10.=09Side Adjustment (2 each side) using 1" web and lock s. 11.=091000 denier Dupont Cordura, coated on back, 1 =BC oz polyurethane or= equivalent. 12.=09Webbing: MIL-W-4088 TYPE 80, MIL-W-17337, MIL-T-5038 TII or equivale= nt. 13.=09Mesh: MIL-W-5625 or equivalent. 14.=09Cord: MIL-C-5040 or equivalent. 15.=09Type "E: thread (VT 295 nylon, bonded), double stitched and bar-tacke= d at stress points. 16.=09U.S. Coast Guard approved closed cell foam for buoyancy (UL OPET2.MQ2= 85).=20 =09 Minimum and Maximum Thresholds. The government anticipates the purchase of= a minimum and maximum quantity of vests as follows: Vest, Flotation, NSW (SBU), Tactical P/N LBT-1620A-R Minimum Qty: 280 / Maximum Qty: 650 4.0=09Deliverables/Delivery Schedule: First order will be 280 vests. If o= fferor can not provide 100% of order upon initial order, the offeror MUST p= rovide a delivery schedule with this proposal. On first order, assume vest= s will be shipped to a holding facility. 144 shipped to California; 136 t= o Norfolk address. Delivery will be FOB Destination. Exact delivery and d= estination will be specified on each amendment should additional quantities= be required. (Reference 8.0.) 5.0=09Inspection and Acceptance Criteria: Final inspection and acceptance = of=20 all flotation vests will be performed at the place of delivery by the Suppl= y Officer.=20 6.0 General Acceptance Criteria: General quality measures as set forth= below will be applied to each work product received from the contractor un= der this statement of work.=20 Clarity Product shall be concise and meet all specific requirements. =20 Consistency to Requirements The product must satisfy the requirements of = this statement of work. =20 Timeliness Product shall be delivered on or before the due date specified= in this statement of work. =20 7.0 Place of Performance: The work will be performed at manufacture fac= ility. 8.0=09 Period of Performance: The period of performance for this task= is=20 for a period of 24 months. D. KEY PERSO= NNEL (example: Project Manager): 1) The currency, quality and depth of exp= erience of individual personnel in working on similar projects. Similar pr= ojects is meant to convey similarity in products, dollar value, and complex= ity E. PRICE CONTRACT AWARD: Contract award shall be made to the respon= sible Offeror whose offer, in conforming to this RFQ, provides an overall b= est value to the Government, technical evaluation factors, and cost conside= red. The Government's objective is to obtain the highest technical quality= considered necessary to achieve the project objectives, with a realistic a= nd reasonable cost. Technical, Delivery, Past Performance and Key Personne= l evaluation factors are more important than cost; however, between proposa= ls that are evaluated as technically equal, cost will become a major consid= eration in selecting the successful Offeror.
