Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quotation. The Request for Quotation (RFQ) number is N00019-03-T-0002. The Naval Air Systems Command Headquarters (NAVAIR) has a requirement for 240 Sidewinder Missile Coolant Tanks TMU-72 B/B for Turkey and the UAE. Coolant Tanks will be packed for overseas shipment and shipped in contractor furnished (M-548) shipping containers. The Government intends to award a contract to the offeror whose proposal for the TMU tanks are manufactured and tested to the Government Technical Data Package (TDP). This includes First Article testing as specified in the TDP. The TDP consists of Specification AS-6191, and Drawing 639AS10789 including all sub level drawings and specifications. The pressure gage (Drawing 639AS10748) is included as part of the overall assembly. The TDP package for the M-548 shipping container also will be supplied, as a part of the TDP. First Article testing (Production or Manufacturing Qualification) must be addressed as a part of the proposal. Currently qualified offerors must include documentation of current production qualification approval and the dates of the most recent production. Manufacturers must be qualified for both the bottle and the gage. If not currently qualified, the offeror must provide a detailed Qualification/ First Article Test plan, which allows 45 days for Government approval of Qualification/First Article Test report, and demonstrates the ability to meet the delivery schedule thereafter. Delivery schedule is 240 units delivered no later than 30 November 2003. Delivery shall be F.O.B. Origin. The Government owns the drawings for this competitive procurement. The North American Industry Classification System (NAICS) code for this procurement is 333415 and the size standard is 750 employees. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DCN 20021025. FAR 52.212-1 Instructions to Offerors?Commercial Items (Oct 2000) applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation Commercial Items (JAN 1999). Evaluation factors under paragraph (a) of this provision are technical capability, price and past performance. To be technically acceptable the proposals must demonstrate existing qualification or the capability to become qualified to manufacture TMU Coolant Tank and Gage and meet the required delivery date. A completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (JULY 2002) (Alternate I) (FEB 2002) and 252.212-7000 Offeror Representations and Certifications ? Commercial Items (NOV 1995) must be submitted with quote. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (FEB 2002) applies. 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (MAY 2001), and DFARS 52.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JULY 2002) apply. The following clauses are applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52,222-19, 52.225-13, 52.225-15, 52.232-34, and 252.225-7036. The following addenda or terms and conditions apply: In the event an award is made to an offeror who does not have current First Article Test/Qualification/Production Plan the following clause will be added: FAR 52.209-3, with the fill-ins in paragraph (a) being ?a quantity of TMU tanks as defined in the TDP?, ?0001?, and ?at least 15?, respectively. The fill-ins in paragraph (b) are ?to be proposed?, ?PMA-259?, ?to be determined?, ?0001?, and ?45?, respectively. Offers should include price and delivery terms and the following additional information; (1) Documentation of current qualification or a proposed Qualification/First Article Test /Production Delivery Plan as discussed above. First Article shall not be separately priced. (2) Any proposed deviations or waivers from the TDP FA requirements. All of the above information will be included in the evaluation factors as part of the source selection process. The Government will supply the current complete TDP to each offeror in order for them to make a valid proposal. Requests for a TDP shall be made no later than 2:00 p.m., Eastern Standard Time, 17 March 2003, to Naval Air Systems Command, AIR- 2.2.1.4.5, ATTN: Angela Meeks Boss, 47123 Buse Road, Building 2272, Suite 453, Patuxent River, MD 20670-1547, or email Bossam@navair.navy.mil, or may be faxed to (301) 757-7054. If a change occurs in this requirement, only those offerors that respond with a request for a TDP within the required timeframe will be provided any changes/amendments and considered for future discussions and/or award. The offeror shall provide its Commercial and Government Entity (CAGE) Code, DUNS number and Tax Identification Number (TIN). To be eligible for award you must be properly registered in the Government?s Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://ccr.dlsc.dla.mil or http://www.ccr2000.com. Defense Priorities and Allocations System (DPAS) rating is DO-A7. Offers must be submitted to Naval Air Systems Command, AIR-2.2.1.4.5, ATTN: Angela Meeks Boss, 47123 Buse Road, Building 2272, Suite 453, Patuxent River, MD 20670-1547, or may be faxed to (301) 757-7054. The Government anticipates making an award by the 30 April 2003. Offers must be received no later than 2:00 p.m. Eastern Standard Time, on 31 March 2003.
