Description
17. THIS PRESOLICITATION NOTICE SUPERSEDES THE ORIGINAL SOLICITATION POSTED FEB 21, 2003. THE TITLE IS CORRECTED TO DELETE STORMWATER. Work includes study, evaluation, and/or design or potable water and domestic/industrial wastewater systems within the geographical regions of Southern Division and EFA Midwest: Alabama, Arkansas, Colorado, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Texas, Wisconsin, Wyoming, and Andros Island, Bahamas. The contractor may also, on occasion, be tasked to provide the services described herein to any DoD or other Federal agency activities worldwide. These projects will be assigned on an exception basis, and will be used, for example, to take advantage of the contractor's specialized expertise to address unique technical problems, and where necessary, undertake expedited response action, as determine by the Contracting Officer on a case-by-case- basis. Work pertaining to potable water may include, but is not limited to, evaluating the condition and capacity requirements of the supply, treatment, distribution, and storage systems; performing studies pertaining to cross connection control, water distribution operation and maintenance, disinfectants and disinfection byproducts, sanitary surveys, corrosion control in distribution systems, water conservation, and well head protection; performing computerized hydraulic analyses of the potable water distribution system using Hardy Cross techniques; developing unidirectional flushing programs; preparing/updating O&M manuals; providing SCADA control system assistance; conducting flow and/or leak detection testing within the distribution system; and performing vulnerability assessments and emergency response plans for water treatment facilities. Work pertaining to domestic/industrial wastewater may include, but is not limited to, evaluating the condition, capacity, and optimization requirements of the treatment and associated collection systems; performing studies pertaining to Total Maximum Daily Loads and predictive evaluations (e.g., mixing zones), water quality modeling, infiltration/inflow, wastewater reuse, alternative disinfection, wastewater characterization and treatability, oily waste/waste oil, and industrial wastewater management; preparing/updating Operation and Maintenance (O&M) Manuals; providing SCADA control system assistance; and preparing Federal and/or state point and non-point National Pollutant Discharge Elimination System (NPDES) permit and industrial pretreatment permit applications. In addition to services described above, work pertaining to potable water and domestic/industrial wastewater systems during the life of the contract may also include developing/modifying GIS and AUTOCAD drawings; conducting Environmental Management System (EMS) reviews, inspection/gap analyses and/or progress reviews to ensure conformance to a specified standard such as ISO 14001, Navy EMS policy or other standard; reviewing and developing utility services contract requirements and modifications; identifying environmental project requirements and preparing military project justifications (e.g., DD form 1391); preparing plans and specifications with construction cost estimates; conducting asbestos surveys, soil investigations, and various testing; obtaining environmental permits; reviewing shop drawings; providing construction consultation and construction or Title II inspection services; and preparing construction record drawings. Projects listed in Section 8 of the SF 255 should not be slanted to the above-described work. Interested firms should be capable of obtaining security clearances, if required. Contract award is contingent upon the availability of funds. The contract period is one year with four one-year options for the completed services described above. The total maximum contract value shall not exceed $10,000,000 (approximately 2,000,000 per year). The contract shall guarantee a minimum fee of $100,000 payable in the event the contractor is not required to perform work under this contract. This guaranteed fee is recordable obligation at the time of award applicable to the entire term of the contract (including all option years), and, as such must be fully funded. No one-task order will exceed 2,000,000. The selection process will consider the firm's ability to accomplish the services described above within the geographical regions of Southern Division and EFA Midwest. The following criteria, listed in the order of importance, will be used: 1. SPECIALIZED EXPERIENCE: Recent experience of the proposed team in: a) Evaluation of potable water supply, treatment, distribution, and storage systems; b) Evaluation of wastewater collection and treatment systems; c) Environmental compliance and permitting, as applicable, for potable water, domestic and industrial wastewater programs; d) Integrated informational management systems, including Geographic Information Systems (GIS) applications and relational databases; e) Development and implementation of Environmental Management Systems (EMS); f) Review and development of water/wastewater utility service contract requirements and modifications; g) Preparation of military project justifications (e.g., DD form 1391) with associated cost estimates and data sketches; h) Design of potable water and wastewater treatment plants and distribution/collection systems at military installations. 2. PROFESSIONAL QUALIFICATIONS: a) Experience (with present and other firms) and roles of staff members specifically addressed in evaluation criterion number one; b) Technical qualifications of the firm's team members to evaluate and design environmental systems, particularly potable water and wastewater systems; c) Experience with and knowledge of existing and emerging environmental regulations, particularly with the Safe Drinking Water Act, Clean Water Act, Clean Air Act, and Resource Conservation Recovery Act; d) Knowledge of Navy regulations and design criteria through recent design experience; e) Professional registration of the engineering staff which includes states within the geographical regions previously listed. It will not be necessary for prospective firms to hold registrations in all 26 states at the time of submission of the SF 255, but the ability and willingness to obtain registration where it may be needed will be considered in evaluating qualifications. 3. PERFORMANCE: Past performance/ratings of government agencies (Federal, State, local) and private industry contracts in terms of cost control, quality of work, and compliance with performance schedules. 4. CAPACITY: Professional ability to perform multiple projects simultaneously; and b) Ability to sustain the loss of key personal without adverse impact upon assigned tasks. 5. LOCATION: Location of the firm(s)in relation to the Southern Division geographic region in order to ensure timely response to unanticipated requests for on-site support. 6. VOLUME OF DOD WORK: Firm(s) will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A-E firms that have not had prior DOD A-E contracts. 7. JOINT VENTURE, TEAMING OR SUBCONTRACTOR UTILIZATION: Team will be evaluated on the extent to which potential contractors identify whether as a joint venture, teaming arrangement, or subcontractor. In order to assist the committee to more efficiently review all applications, a summary of experience, proposed team staffing and depth of additional staff support is requested as part of or in addition to the SF 255, as follows: 1. Summarize in descending order of significance at least three of your most relevant projects for the type projects required under the experience category for each of the presented projects and provide the following information where applicable: a) costs; b) project team members that worked on the project; c) an owner point of contact (with telephone number); d) number and dollar value of change orders. 2. Summarize proposed team in tabular form with the following data: a) firm name; b) individual's name; c) work history with the individual consultant firm; d) office location (home or branch office); e) Professional degree(s), and date(s); f) Professional Registration(s), date(s) and state(s); g) assigned team responsibility; h) percentage of time committed to this team; and, I) synopsis of experience including firm name(s), years with each firm, and type of experience with each firm. 3. List number of individuals in each discipline NOT assigned to proposed team who could be used to augment the proposed team (in event of loss of personnel or failure to maintain schedules. 4. A-E?s responding should prepare to provide their Quality Assurance Project Plan (QAPP) prior to selection interviews once a short list has been approved. The QAPP will include an explanation of the management approach, an organization chart showing inter-relationship of management and team components, and specific quality control processes used; a listing of present business commitments with their required completion schedules; financial and credit references (include name and telephone numbers of officers at their financial institutions, and performance references other than Southern Division, Naval Facilities Engineering Command (include 3 or more with names and telephone numbers of the contract administrators). For consideration, provide one submittal package, including an original SF 255 and SF 254 for the prime, and a SF 254 for each consultant proposed. The SF 255 (with attachments) shall be LIMITED to 25 pages, 8 1/2" x 11" (ONE SIDED), with print size not smaller than 12 pitch font. Every page that is not an SF 254 will be included in the 25-page count. The submittal package must be received in this office not later than 4:00 P. M. EASTERN TIME on 09 APRIL 2003. Submittals received after this date shall not be considered. If additional firms are needed for consideration, SF 254s already on file will be used. Include telefax numbers in Block 3a and Contractor Establishment Code (formerly the DUNS number), Commercial and Government Entity (CAGE) Codes, if known, and Taxpayer Identification Number (TIN) in Block 3. The DUNS, CAGE and TIN are discussed in the DOD FAR Supplement, Part 204 Subpart 204.671-5. Label lower corner of outside mailing envelope with "A-E Services 02-R-0153."
