- Description
- The work includes demolition and construction in the crawl space of Building H-100 which includes removal of debris, exhaust fans, ventilation heaters and construction of a shallow dewatering system, exhaust fans, louvers, grading, gravel surfacing and insulation of chilled water piping and incidental related work at the Naval Support Activity, New Orleans, LA. The exact location will be shown by the Contracting Officer. The type of contract to be awarded will be a firm-fixed type contract. The procurement will be issued as a competitive source selection procurement requiring both price and technical proposals. Award will be made to that proposer offering the best value to the Government, price and other factors considered. Technical evaluation criteria may include technical qualifications, past performance and construction schedules. In accordance with FAR 52.215-1 Instructions to Offerors - Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offerors' initial proposal should contain the offerors' best terms from a cost or price and technical standpoint. This procurement is being issued on an unrestricted basis and in accordance with FAR 52.219-4, price preference for HUBZone business concerns. NAICS code 238220 with a size standard of $12,000,000.00 applies. This solicitation will be issued electronically at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site on or about 18 March 2003 for viewing or downloading. Prospective offerors should register at the website. This will be the only method of distribution of amendments to the solicitation. The official planholder's list will also be maintained on the website. No telephonic or faxed requests will be accepted. The preproposal conference and site visit has been tentatively scheduled for 4 April 2003 at 9:00 AM in the office of the Resident Officer in Charge of Construction, Building 2 at the Naval Support Activity, 2300 General Meyer Avenue, New Orleans, LA 70142.
