Description
The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Lockheed Martin, Naval Electronics and Surveillance Systems, Moorestown, NJ. The contract will be negotiated pursuant to 10 USC 2304(a)(1). The contract will provide for continued development of the Block 2004 Aegis Weapon System (AWS) portion of the Aegis Ballistic Missile Defense (BMD) System, along with development of the Block 2006 through 2008 capabilities. The procurement will include the development and integration of the AWS upgrades, Vertical Launch System upgrades, Command and Control System upgrades, Discrimination Test Bed efforts, Flight Test Support, along with the development of those unique equipments and devices required to support baseline upgrades, demonstrations and experiments. The Block 2004 upgrades will begin the development of the capability to defend against short- to me dium-range ballistic missiles. Block 2006 will continue the development of the short- to medium range missiles, along with beginning the development of the capability to defend against intermediate-range missiles. Block 2008 will further this development, along with improving the discrimination capability of the AWS. Lockheed Martin, as the prime contractor for the AWS development since the program?s inception, is the only known source that currently possesses the in-depth technical knowledge of the system required to satisfactorily perform the work contemplated herein. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy?s requirements.
