Description
The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure machining, welding, assembly, testing, refurbishing, restoration services of submarine antenna, periscope and communication systems/components as well as various naval submarine and surface craft?s hull, mechanical and electrical (HM&E) systems/components within the Continental United States (CONUS). Work may be one of a kind for prototype manufacture, equipment modification or repair as well as limited production run manufacturing to support urgent requirements in support of the naval submarine and surface fleet. The following machining, equipment and facilities capability must be available for use within the contractor?s site to provide the services required under this contract: Engine Lathe, Drill Press, Milling Machine, Grinder, Vertical Boring Mill, Calibrated Layout Table, Material Han dling Equipment, Welding Equipment (Solder and Brazing), Optical Alignment Equipment, Hydrostatic Equipment, Surface Plate (able to accommodate a 23 ft. Flairing), Precise Inspection Tools, Hydraulic Power Plant, Paint Booth, Electrical Testing Equipment to perform Dual Sandborn Recorder, Mast Antenna Assembly and AN/BRD-7 (BLD-1) Closure Door Systems Test Stands. The contractor must possess the following test equipment and specialized services or be able to demonstrate the ability to obtain such: Services of a laboratory approved by NSWCCD for reporting oil contamination in accordance with NAVSEA Tech Manual S9086-S4-STM-000/CH-556R, Mechanical and optical equipment suitable for obtaining straightness and alignment readings for the required assemblies/subassemblies and their relationship to each other when assembled as a system. An alignment scope with auto-collimation ca pabilities and suitable fixture are required inspection tools. The contractor shall have an assembly area large enough to assemble a 23 foot Mast Fairing, a 17.5 foot Hydraulic Cylinder with a 16 foot Stroke and a 17 foot Antenna. The area should be able to accommodate at least three concurrent assemblies. The contractor shall have a Hydraulic Assembly Area with positive pressure inside used to provide an environment to minimize contamination and is isolated from machine shop dust and abrasives. The contractor?s quality assurance system must comply with MIL-I-45208 or ANSI/ISO/ASQ Q9001-2000. 237,500 hours of effort are anticipated over a sixty month period. A time and material contract is anticipated. Offerors will be required to submit technical and cost proposals. Offers will be evaluated and award will be made on low cost, technically acceptable. This requirement is 100% set-aside for small business.
