- NUWCDIV Newport intends to award a sole source contract to Advanced Engineering & Sciences, Div. Of ITT Industries, Colorado Springs, CO to update existing designs and to prototype a mounting scheme and hardware to enable easy alignment of up to eight cameras on a visualization system. In addition, the contractor shall modify the visualization software to allow the projectile developers to view the trajectory from any point-of-view and view angle and evaluate its movement along the test range. The reason for the sole source is that under a previous contract ITT developed a multi-camera video acquisition system for use underwater to track moving projectiles. The current requirement is to update the design of the camera mounting scheme and to modify and enhance the 3-D tracking software. The remote camera control and 3-D motion tracking technologies are direct extensions of the Dormant Motion Sensing System (DMSS) that ITT developed. Because the tracking technologies and source code are proprietary to ITT, only ITT can satisfy the Government?s requirement. The Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. This notice of intent is not a request for competitive proposals. However, all proposals received by 21 March 2003 will be considered by the Government. A determination not to compete this proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS: 541330.
