Description
The Bureau of Engraving and Printing (BEP) has a requirement for the purchase and installation of security devices for its Western Currency Facility (WCF) located in Fort Worth, Texas. The Request for Proposal (RFP) number is BEP-03-0018. This procurement is a 100% Small Business Set-Aside. The North American Industrial Classification (NAIC) is 561621 with a corresponding size standard of $10.5 million dollars in anticipated annual sales. The contract type will be Firm Fixed Priced. Under Section B of solicitation, the base period of performance is divided into four (4) contract line item numbers (CLINs); with scheduled times for completion, including delivery and operational installation of the items, from sixty (60) days to one-hundred and thirty-five (135) days. Additionally, there are three (3) Options with scheduled times of completion, including delivery and operational installation of the items, of forty-five (45) days. Delivery of the items shall be F. O. B. Destination-consignees premises. THIS IS A COMBINED SYSNOPSIS SOLICITATION ISSUED IN ACCORDANCE WITH THE PROCEDURES OF FAR PART 12. THIS NOTICE CONSTITUTES THE ONLY SOLICITATION; A WRITTEN REQUEST FOR QUOTATION (RFQ) WILL NOT BE ISSUED. INCLUDED AS ATTACHMENTS TO THIS NOTICE IS THE COMPLETE SOLICITATION PACKAGE. Files are attached and are found on the Fedbizopps.gov, then look under the solicitation number BEP-03-0018 at the Department of Treasury section in Fedbizopps. Please read, complete, and return the applicable portions as follows: 1.) Complete the attached SF 1449 and return it with your offer, 2.) A solicitation consisting of Sections B through M is included with its attachments. Offerors must submit a written request for Technical Exhibit Numbers 5-18, which are schematic drawings and are restricted because of its sensitivity. Written request must be received by Noon Eastern Standard time on Monday, March 17, 2003. For security purposes, the Government shall perform a validity check on prospective vendors that request a copy of Technical Exhibit Numbers 5-18. The Government may use any of all of the following criteria to validate prospective vendors: a.) determine how long the vendor has been in the business; b.) determine the business type; c.) determine whether the prospective vendor has security related experience; d.) check the better business bureau; e.) verify listing in the Yellow Pages and/or the internet; f.) check for foreign associates. Vendors that are validated will be forwarded a copy of Technical Exhibit Numbers 5-18 by 3:00pm Eastern Standard time on Thursday, March 20, 2003. 5.) Offerors shall provide firm fixed prices as required in Section B, and complete and return the representations and certification under Section K. The applicable portions of Section B and Section K must be returned with your proposal. 3.) As required by Section L of the solicitation, Offerors shall submit a technical proposal which shall be prepared separately from the cost proposal. The technical proposal shall demonstrate your ability to perform the work statement. Additionally, Offerors should pay particular attention to the Government?s evaluation criteria when preparing its technical and cost proposals. The Government is particularly interested in having Offerors describe how they have performed these or similar requirements in the past. Therefore, the Government request that vendors provide in its technical proposal, three (3) references which shall be used for Government past performance evaluation purposes per Section M of the solicitation. Past performance references shall include the name and address of the organization/agency; the name, telephone and fax number of a point of contact; and a description of the work that was performed. Past performance information will not be shared with anyone outside the U.S. Government. Any exceptions or alternatives to the Government?s terms and conditions must be provided on a separate page. The Government will evaluate any such alternative terms and conditions in accordance with the requirement of FAR Part 12. However, Offerors are advised that exceptions and/or alternatives which are unfavorable to the Government will be unfavorably evaluated when other Offerors can acceptably meet the Government's terms and conditions. Award will be made to the Offeror whose proposal, conforming to the requirements of this solicitation, represents the best overall value to the Government; this may be a proposal other than the lowest price. For planning purposes, a Site Visit will be held at 8:30am Central time on Friday, March 21, 2003. After an initial briefing by the Contracting Officer and Technical Representative, a visit will be made to the location of the work. Paper copies of the solicitation will not be provided during the site visit. Vendors are responsible for printing their own copies and bringing them to the site visit. (NOTE: DUE TO LOCATION AND SECURITY RESTRAINTS, REPRESENTATION BY VENDORS SHALL BE LIMITED TO NO MORE THAN TWO (2) PERSONS PER COMPANY. VENDORS WISHING TO ATTEND THE SITE VISIT SHALL SUBMIT A WRITTEN REQUEST, WHICH SHALL INCLUDE THE NAMES OF THE PERSONS THAT WILL BE REPRESENTING THEIR COMPANY, DIRECTLY TO THE CONTRACT SPECIALIST NO LATER THAN NOON ON MONDAY, MARCH 17, 2003. VENDORS WHO ARE NOT ON THE BUREAU?S LIST OF VISITORS two (2) days prior to the site visit WILL NOT BE ADMITTED.) IT IS THE RESPONSIBILITY OF ALL VENDORS TO ENSURE NOTICE BY E-MAIL OR FAX AS PROVIDED. The Bureau and Contracting Officer assumes no responsibility for vendor submissions that are late or otherwise not received by deadline for security clearance necessary for the site visit. After the site visit, all vendor questions must be submitted in writing, within five (5) calendar days. The Contracting Officer will at the expiration of five (5) calendar days post answers and clarifications to the FEDBIZOPPS website for pull-down and printing at: www.eps.gov. Proposal due date is Noon Eastern Standard time on Thursday, April 10, 2003. Written responses are to be sent to the Bureau of Engraving and Printing, 14th and C Streets, S.W., Attention: Kimbalynn LH Dieng, Room 705-A, Washington, D.C. 20228. Proposals less than twenty (20) pages in length may also be faxed to (202) 874-2200. If hand carried, proposals must be delivered to the employee entrance at 13th and C Streets, SW Washington, DC 20228. All couriers must wait with the package until it is picked up by a representative of the procurement office; the procurement office will not be responsible for any packages which are dropped off unless they are hand delivered to a procurement representative. The police officers will not accept delivery of packages. An electronic copy of your proposal may also be sent to the Contract Specialist, Kimbalynn Dieng, at the following e-mail address: kimbalynn.dieng@bep.treas.gov. with a faxed signed copy of the SF 1449 being sent concurrently to (202) 874-2200. All responsible small businesses may submit an offer which shall be considered by the agency.
