Description
The Fleet and Industrial Supply Center, Norfolk Detachment Washington DC (FISCNORDETWASH) intends to award a competitive commercial item procurement for the Portsmouth Naval Shipyard, NH. The contractor shall provide a Laser Cutting System, CO2, 3-Axis, Computer Controlled (CNC), Flying Optic, with Auto-focus and Shuttle table. The machine shall be utilized in a sheet metal shop environment, work piece size 48" x 96", Plate thickness, 0.75" mild steel, 0625" stainless steel, 0.375" Aluminum, system, slag removal system, exhaust system, cooling system, assist gas system shall be provided. Training, testing and technical documentation shall be provided. Turn-key installation is required and a size restriction applies. The award will be based on the technical acceptability, past performance and price. The Standard Industrial Code (SIC) code is 3549; the North American Industrial Classification Code System (NAICS) is 333518, Other Metalworking Machinery Manufacturing, NEC. The Federal Supply Classification (FSC) for this requirement is 5860, Stimulated Coherent Radiation Devices, Comps & Acc. Solicitation number N00600-03-R-0404 will be available approximately 20 December 2002 and can be downloaded from the Navy Electronic Commerce Online website (http://www.neco.navy.mil). A site visit and pre-proposal conference will be conducted at Portsmouth Naval Shipyard, Portsmouth, NH, on 08 January 2003 at 09:00 am EST. Only three (3) company representatives will be allowed to attend the site visit and pre-proposal conference. For security reasons company representatives must arrive at the Pass Office (located outside of Gate #1, Building #203) at 8:00 am in order to be processed. Cameras and/or lap top computers are not permitted during the site visit and pre-proposal conference. Reservations must be submitted no later than 2:00 pm EST on 03 January 2003 to Ms. Carmen G. Rios (FISC Norfolk Det Washington/Code 02W1.3R), at 202-433-6771(voice); 202-433-5414 (fax) or carmen_rios@fmso.navy.mil. The following information will be requested: name, social security number, date and place of birth, and citizenship of persons expected to attend as well as the firms that these persons will represent. All personnel shall have picture identification and proof of U.S. American citizenship with him/her for the on-site visit. Failure to provide the required information will result in denial of access to site. This acquisition is being conducted using the Test Procedures for Certain Commercial Items defined in FAR 13.5. Under these procedures the government (1) is not required to determine a competitive range; (2) is not required to hold discussions; and (3) is not required to provide offerors with an opportunity to submit final revised proposals. The Government intends to utilize reverse auction procedures for this procurement. This is a competitive, anonymous, on line-auction in which participants will submit a series of quotes/bids that descend in price during a specified period of time. By participating in this reverse auction you grant the government the right to disclose your price, however, your name will be kept anonymous. The Contracting Officer also reserves the right to suspend or cancel the auction at any time. If the Contracting Officer cancels the reverse auction, the solicitation may be processed following normal commercial item procedures. The Government may award on initials.
