- Description
- The 311th Human Systems Program Office intends to negotiate on a sole source basis a Firm Fixed Price Contract with Essex Cryogenics of MO, Inc., St. Louis, MO under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" for the production of Next-Generation Portable Therapeutic Liquid Oxygen (NPTLOX) systems. The NPTLOX system is an FDA approved liquid oxygen (LOX) storage vessel that is capable of distributing gaseous therapeutic oxygen to patients. The storage vessel capacity is 20 liters of LOX. The NPTLOX system is capable of flowing 66 liters per minute at 50 ? 5 psi. The distribution system consists of six outlets, each of which is capable of flowing the entire system capability (up to 66 liters per minute) individually. The system includes a removable accessory kit that contains three (3) each empty humidifier bottles, oxygen distribution hoses, and flow control valves. An Operations and Maintenance Manual shall be provided with each delivered system. Potential offerors must respond by attesting that their system is fully qualified and meets all of the requirements stated above and in the attached Performance Specification. In addition test data must be provided to substantiate any claim. Potential offerors must provide information regarding their in-house performance testing and production capabilities. Production capabilities must demonstrate that 24 systems per month can be produced and tested following an initial set-up period of not more than 120 days. Contract value is estimated to be $12.6 million. Contract award is anticipated to be May ?03. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrate their ability to meet the needs of the Government as described above. Detailed information must be submitted to the address cited below by January 24, 2003. All information shall be furnished at no cost or obligation to the Government. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any information received will be used to determine if a comparable source is available and more advantageous to the Government.
