Description
The Centers for Disease Control & Prevention (CDC) intends to purchase on a sole source basis from MINCO Products Incorporated, a 1,000 quantity of RTD Probe Transmitter Gizmo Assemblies per the attached drawing SK-EO7A dated 02/26/02 and specifications listed below. The North American Industry Classification (NAICS) Code is 334513 and the size standard is 500. It is the Government’s understanding that MINCO Products Incorporated is the only company that makes this sensor product for ultra-low freezer alarms, which produce a range of –180 degrees to –200 degrees ( ultra-low temperature range) in the US and is not manufactured by anyone else. Vendor must be ISO 9000 Certified and certification must accompany offer. This provider must meet all of the CDC’s requirements; however, all responsible sources that can meet the requirements listed herein may submit a quote, which will be considered by the Agency. Award will be made on the basis of responses to this synopsis 2003-Q-00812 and only responses containing this required data will be considered for the purpose of determining the award of this purchase order. If no feasible responses are received by the close of business, 15 calendar days from the date of this notice appearing in www.EPS.gov, award will be made to MINCO Products, Incorporated. It has been established that MINCO Products, Incorporated is the only source known to the government that can provide a system with the characteristics outlined in the attachment/drawing & specifications. However, if any interested party believes it can meet these stated characteristics, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. The company must have produced or manufactured for 5 years or more; deliver a sample by first article testing within 7 calendar days after receipt of order if there is any deviation from the make and model number of components specified; deliver a quantity of 500 assemblies 8 weeks after receipt of order; deliver the balance of 500 assemblies 12 weeks after receipt of order; and each assembly shall come individually wrapped in bubble pack to prevent damage during shipment. The RTD armored cable and the CDC remote terminal cable shall be individually coiled and tie wrapped. No more than 50 assemblies shall be packaged together in a single box for easy handling during shipping and storage, to include a one-year warranty against any assembly defects. This action is pursuant to 41 USC 253 (1) and under the authority of FAR 6.302-1. The requirement will be procured as a commercial item in accordance with FAR Part 12.102 © under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH THE FORM AT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLIICIATION: Quotes are being requested and a written solicitation will not be issued. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24). OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH YOUR QUOTE. The best way to complete this certification is to download the FAR Clauses (Volume II) at: http://www.arnet.gov/far, print out the clause 52.212-3, Offeror Representation and Certification, and fill in the appropriate blanks. This procurement is set-aside for small business and is a total Small Business Set ASIDE.
