Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offers are due in the designated contracting office by 11:00 a.m. local time, March 27, 2003. Offers may be FAXED, E-Mailed, Express Mailed, Mailed, or hand delivered. The solicitation number is 263-03-P-(SC)-0056, and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through FAC 12 effective 1/24/2003. The North American Industry Classification System (NAICS) code is 334510 and the size standard is 500 employees. This solicitation is full and open competition. The NIH wishes to purchase a TIS laser system. The laser system shall consist of a solid state green laser, a sealed Titanium Sapphire (TIS) Kerr lens modelocked oscillator, an actively controlled interface between these two components, a solid state chiller, and a manual/computer interface to allow for experimental integration. The TIS laser system shall be capable of the following: Shall be hermetically sealed to prevent optical contamination from both dust and solvents found in laboratories; Shall provide diode-to-green efficiency of 25 percent or better; Shall provide power output greater than 1 Watt at peak of TIS curve; Shall provide a nominal repetition rate of 90 megahertz; Shall have beam quality specified as M2 less than 1.1 at peak of turning curve; Shall provide a tuning range from 710 nanometers to 930 nanometers inclusive without operator adjustments other than when user requested wavelength. System shall tune through atmospheric absorption bands greater than 900 nanometers without requirement of external gas purge; The amplitude noise of the system shall be capable of many small applications. The Optical noise of the TIS source shall be less than 0.20 percent square root of mean square, 10 hertz to 20 megahertz. The noise spectrum shall be free of chaotic behavior characteristic of multimode pump sources; System shall have an onboard spectrometer capable of monitoring both wavelength and bandwidth of TIS laser. Spectrometer to be addressable via a universal service bus; The laser system shall have CPU control of lithium triborate crystal temperature with an internal power source, to regulate the crystal temperature during such moves. FOB Destination is required and delivery is to Dr. Stephen Ikeda/Vogal, NIH/NIAAA, 12501 Washington Ave., Rm. 13, Rockville, MD 20852. The Contractor shall submit a firm fixed price offer including any discounts. Offers shall detail descriptions of products offered, delivery schedule, and past performance data for similar work including telephone/FAX numbers and e-mail addresses. Contractor will be selected based on offered services, past performance data, and price. A completed copy of FAR provision 52.212-3, Offer representations and Certifications – Commercial Items, should be submitted with the proposal. A copy of the Representations and Certification is available on the FAR Website of the Internet or you may contact the Contract Specialist listed in this announcement. The following clauses are applicable to this requirement: FAR 52.212-4, Contract Terms and Conditions – Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial items; and 52.212-1, Instructions to Offerors – Commercial Items.
