- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation number CS-03-PR-00649 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition has been designated as unrestricted. The North American Industry Classification System (NAICS) Code is 334519. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a firm fixed price contract. Award will be a single vendor award. This requirement is for CLIN 0001 Handheld, battery operated, polymerase chain reaction (PCR) biological agent detectors, QTY 7, Unit Price Each, and CLIN 0002 Tests and Appropriate Controls Kit (must include 25 tests each for Anthrax, Plague, Small Pox, Tularemia), QTY 7 kits, Unit Price Each. The kits are used to detect and identify harmful biological pathogens for use by the U.S. Customs Service Laboratory and Scientific Services. The system must be in current production, commercially available, and possess the following characteristics: employ PCR technology; ability to detect and identify both bacterial and viral pathogens; simultaneous analysis of up to six (6) samples/controls; analytical modules replaceable without recalibration; less than 30 minutes analysis time. The following must be included in the firm fixed price of CLIN’s 0001 and 0002 (not separately priced): power source-battery, 12 V DC, or vehicle power; RS23S communications port; all necessary reagents, batteries, software, cables, battery charger, users manual, carrying case. Warranty: one year covering all parts and labor against defects in materials and workmanship. The portability, and lightweight of the unit are necessary for the type of field inspection and surveillance activities performed by the U.S. Customs personnel; therefore, it is mandatory that the detector weigh no more than 10 lbs. (including commercial batteries) and is no larger than 12” X 6” X 8”. The firm fixed price of CLIN’s 0001 and 0002 must include delivery F.O.B. destination to the following U.S. Customs Laboratories: (1) 610 South Canal Street, Suite 1100, Chicago, IL 60607, (2) 158-15 Liberty Avenue, Jamaica, New York 11433, (3) 214 Bourne Avenue, SPA Industrial Park, Savannah, GA 31408, (4) 300 South Ferry Street, Suite 1300, San Pedro, CA 90731, (5) 630 Sansome Street, Suite 1429 San Francisco, CA 94111, (6) 423 Canal Street, Room 326, New Orleans, LA 70130, and (7) 7501 Boston Blvd., Suite 113, Springfield, VA 22153. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation – Commercial Items is applicable to this acquisition and the specific evaluation criteria are as follows: (1) PCR Technology (2) weight of detector (3) size of detector (4) detector convenience (ease of use) (5) technical acceptability of the item offered to meet the Government’s requirement. Technical ability is more important than price. Offerors shall provide descriptive technical literature (including a picture of detector offered with specifications) in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with the quote.
