- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number FU330030630100 is being issued as Request of Quotation (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08, and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20020730. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This acquisition is 100% set-aside for small business. The North American Industry Classification System code is 421430 with a small business size standard of 100 employees. Line Item 0100: 2ea, Silver Support, Rational Suite Development Studio Floating, to reinstate and renew support for time period of 1 APR 03 – 30 SEP 03. PART Number 3602-08473 Line Item 0101: Silver Support, Rational Suite Developmental Studio Floating, to reinstate and renew support for time period of 1 APR 03 – 30 SEP 03. Part Number 3602-08473 Line Item 0102: Silver Support, Rational Suite Developmental Studio Floating, to reinstate and renew support for time period of 1 APR 03 – 30 SEP 03. All offerors must be received not later than 19 MAR 03, and must be able to respond to the information contained herein. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (July 2002) and DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items (Nov 1995). DFARS 252.225-7000, Buy American Act-Balance Payment Program Certificate (Sep 1999) with the quotation. Clauses and provisions may be accessed via the internet, https://farsite.hill.af.mil or http://www.arnet.far.gov. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000) applies to this acquisition. The contractor must be registered in the Central Contractor Registration (CCR) database.
