- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation number CS-03-PR-00658 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition has been designated as a small business set-aside. The North American Industry Classification System (NAICS) Code is 334513. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a firm fixed price contract. Award will be a single vendor award. This requirement is for seven (7) Portable Biological Agent Analyzers, unit price each. The biological agent analyzers are needed for use in the field; they must be lightweight, accurate and simple to operate instrument that is needed for screening for the presence of harmful biological agents. These devices will be used at seaports, airports, border crossings, and other locations where rapid screening and detection of materials is necessary to ensure the legitimacy of commerce and the security of the homeland. Used as portable devices or adapted for use as vehicle-borne mobile systems, these devices will allow Customs personnel to conduct wide area random or directed inspection and surveillance at sites in the United States. The product must be in current production, commercially available, and possess or exceed the following characteristics: single unit design, with all components housed in a single module; high signal/background ratio; automated operation; detection, identification and quantification of biological warfare agents; sample collection accessory; minimal or no sample prep; battery operated providing 8 hours or more continuous operation; analysis time ? less than 30 minutes; lightweight, portable, handheld design; rugged, ergonomic design to allow use in conditions requiring user to wear bulky protective clothing; RS232 communications port, compatible with Windows based PC; Sensitivity ? 1 ppb; data storage in non-volatile memory; ability to be converted to a vehicle-borne mobile system; meets all transportation requirements for non-hazardous cargo; operator training; and warranty minimum 1 year, parts and labor. The system should maximize detection and minimize false alarms. The unit must be straightforward to operate and require minimum warm up time. The firm fixed price of analyzer must include delivery F.O.B. destination to the following Customs Laboratories: (1) 610 Canal Street, Suite 1100, Chicago, IL 60607, (2) 158-15 Liberty Avenue, Jamaica, New York 11433, (3) 214 Bourne Ave, SPA Industrial Park, Savannah, GA 31408, (4) 300 South Ferry Street, Suite 1300, Sand Pedro, CA 90731, (5) 630 Sansome Street, Suite 1438 San Francisco, CA 94111, (6) 423 Canal Street, Room 326, New Orleans, LA 70130, and (7) 7501 Boston Blvd, Suite 113, Springfield, VA 22153. The provision at FAR 5212-1, Instruction to Offerors ? Commercial Items, applies to this acquisition. The provision at FAR 52.212-2 Evaluation ? Commercial Items, applies to this acquisition and the specific evaluation criteria are as follows: (1) Biological Agent Technology (2) weight of detector (3) size of detector (4) detector convenience (ease of use) (5) technical acceptability of the item offered to meet the Government?s requirement. Technical ability is more important than price. Offerors shall provide descriptive technical literature (including a picture of the detector offered with specifications) in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with the quote.
