Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Ember Corporation of Boston, Massachusetts for one (1) each Standard Edition Developer?s kit including hardware, software, and training. This equipment will be used by the Building Environment Division for research being conducted to demonstrate the use of wireless sensor technology for monitoring various aspects related to the performance and energy consumption of buildings. The use of this technology will allow NIST to focus on the installation of a network of temperature, humidity, and power sensors while providing for the flexibility to later install sensors for monitoring pressure, carbon dioxide, and carbon monoxide. ***Sole Source determination is based on the need for the Standard Edition Developer?s Kit, hardware, and software to set up an ad hoc sensor network. Ember Corporation is the only known vendor who can provide a commercial product with a network of eight (8) wireless nodes, with radios, that is capable of accepting a range of input from sensors. This commercial product permits for communication between sensors and actuators without a central station, has no limit for the number of sensors in the network, and can automatically recognize the presence of new sensor nodes. This commercial product is general enough that any sensor can be connected to the units for expansion. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 70 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334513, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 26, 2003. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
