Description
Provide professional engineering services to prepare 100% complete construction drawings and specifications, detailed cost estimates, and provide construction period services for two projects at the VA Illiana Health Care System (VAIHCS) located in Danville, Illinois. Area of consideration is restricted to firms located within 110-mile driving distance of the VAIHCS. NAICS code is 541330. Estimated construction cost is between $500,000 and $1,000,000. Contract documents are required that include both projects on the same set of documents. Design reviews shall be submitted for review and approval at the preliminary design, 50%, 95% and 100% design stages. Required completion time is 100 calendar days after contract award. Project #550-03-101, Upgrade Medical Air Systems-Buildings 58, 98, 101 & 103, includes replacement of medical air compressor filters, dryers and air regulators, installation of redundant filters, dryers, and air regulators, installation of redundant pressure regulators and valves for medical gas manifolds (nitrogen and nitrous oxide), repair/replacement of medical vacuum pumps. Design shall be in compliance with 2002 edition of NFPA 99. Project #550-03-102, Upgrade A/C Systems, Buildings 58 & 103, includes replacement of HVAC equipment (air handling units and condensing units (including two 125-ton roof-mounted air-cooled condensing units)), and modification of existing Barber-Coleman pneumatic control system. Project work includes review of existing operational problems with the Building 98 perimeter HVAC (VAV) system and development of cost effective designs to correct deficiencies. All work shall be designed in accordance with the VA Program Guide (PG-08-15, Volume C, A/E Submission Instructions for Minor and NRM Construction Program), VA Master Construction Specifications, VA Construction Standards, VA Standard Details, VA HVAC & Electrical Design Criteria and Design Manuals, JCAHO, NFPA and NEC (most recent editions), Uniform Building Codes, Occupational Safety and Health Administration Standards. Microsoft Word 6.0 and AutoCAD Release 2002 shall be used in preparing the specifications and drawings, respectively. Selection criteria will be based on: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required; (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team; (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations; (4) Past record of performance on contracts with the VA; (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design; and, (7) Inclusion of minority-owned consultant(s) and/or women-owned consultant(s). All firms (both small and large business concerns) desiring consideration are invited to submit two copies of completed SF 254 and SF 255 by close of business on April 7, 2003, to the Contracting Officer (90C - D. Contract award, which will be made pursuant to the Small Business Competitiveness Demonstration Program, is subject to the availability of funds.
