NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation, DACW21-03-Q-0021 is issued as a Request for Quotation. This solicitation is being conducted under Simplified Acquisition Procedures specified in Part 13 of the Federal Acquisi tion Regulation (FAR). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. The North American Industry Classification System (NAICS) code is 115112. The size standard for thi s NAICS is $6,000,000.00. This procurement is 100% set-aside for Small Business. All responsible small businesses may submit a quotation, which if timely received, shall be considered. The Request for Quotation will be evaluated based on price with awar d being made to the lowest responsible offeror. The item and quantity is as follows: CLIN 0001: Furnish all material, equipment and labor necessary to prepare soil and plant Wildlife Openings, J Strom Thurmond Lake, Clarks Hill, South Carolina, in accord ance with the scope of work. Estimated Qty: 96 Acres. Period of performance: Planting shall be completed not later than 31 May 2003. Statement of Work: Section TP-T-1, Wildlife Management, TP-T-1.0 Scope of Work: Furnish all material, equipment and labor necessary to prepare soil and plant Wildlife Openings in locations and of the crop variety as identified in appendix A. The contractor shall attend a pre-work meeting at the Thurmond Lake Project Managers Office prior to beginning actual work. TP-T -1.1. Performance period: Planting of specified crops shall be completed not later than 31 May 2003. TP-T-1.2 Site Access: All sites are accessible by truck and equipment. However, road conditions vary and change during periods of rain or wet conditio ns. Some access roads are graveled while others are dirt, logging roads. These roads might require 4 wheel drive vehicles to access the site. The contractor is responsible for coordinating access to all sites. Maps to exact locations for each food plo t will be provided at the pre-work meeting. TP-T-1.2.1 In cases where off road access is created to bypass mud holes or other obstacles, the contractor shall restore rutted and otherwise damaged soiled areas and other damaged conditions. TP-T-1.3 Soil P reparation: Prior to planting, all plots shall be plowed or disked to a depth of not less than 6 inches, and until no more than approximately 30% of the soil surface is covered with organic materials. Soil shall be adequately tilled to ensure that approx imately 90% of the prepared surface soil shall have dirt clods less than 3? across. TP-T-1.4 Seed: All seed shall be labeled as certified and tagged. Tags shall indicate germination, ingredients and weed content. Seed shall be inoculated as required. TP-T-1.5 Application of Seed and Fertilizer. Seed and fertilizer shall be applied at the rates identified in appendix B. Seed shall be applied independently from fertilizer and by mechanical means, capable of accurately distributing determined measures of product over the selected area. Hand distribution is not acceptable. TP-T-1.6 Coverage: Immediately following seed and fertilizer application, a drag harrow or other implement manufactured for that purpose, shall be dragged over the seeded area to ens ure seed coverage. TP-T-1.7 Records: The contractor shall provide weekly to the Government POC, reports indicating plots planted and quantity of product applied during that week.
