- NA (THIS IS A SOURCES SOUGHT REQUIREMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME.) JOB DESCRIPTION: The purpose of this synopsis is to conduct a market survey to identify qualified potential sources for a future acquisition for Sonic drilling in Stockton, CA to drill up to 6 wells using at least an 8-inch diameter casing at a maximum depth of 275 feet. Continuous cores will be collected and a Government geologist will perform logging of the cores. Monitoring we lls must be installed using mild/carbon steel casing of 4 ? diameter. All drilling must be completed by 1 July 2003. The ?SONIC? drilling method was chosen for this project to meet the continuous borehole depth requirements and to prevent cross contamina tion during drilling activities. The dual-rod system will be employed using the continuous dry core method (no water or fluids are used to advance the hole) on all boreholes. The advancement of the core barrel ahead of the casing for sample collection prev ents cross contamination between sample intervals by avoiding sampling of any possible contaminant draw down. ?SONIC? coring also produces 10%-20% of the waste volume created by hollow stem auger, rotary, or conventional drilling methods. MINIMUM QUALIFICATION REQUIREMENTS: Interested firms should demonstrate their qualifications, project experience and capabilities in the following areas: Personnel/organizational staff experience ? (1) The personnel/organizational staff must be experienced in operating the equipment provided, including the rotory-sonic drill rig with a minimum of 3 years experience. (2) All personnel must have the require d EPA and OSHA training for hazardous waste operations in accordance with 29 CFR 1910.120 (40-Hour OSHA Certified). Technical requirements ? (1) Firms must be able to provide rotosonic drilling methods to complete 275-foot boreholes and collecting continu ous soil cores. (2) Firms must be able to provide rotosonic drilling methods using at least 8-inch outer diameter (OD) casing. (3) Firms must be able to construct monitoring wells with 4-inch diameter schedule 40 mild/carbon steel casing with appropriate surface completion additions (either riser or flush mount as determined by the USACE field geologist) and with locking well caps. The potential sources must be able to provide dielectric couplings capable of withstanding steam injection between the stainl ess steel screen and the mild steel casing. Submittal Required in Response to this Notice: All firms responding to this notice must submit a capability statement of no more than two pages in length which addresses each of the above listed minimum qualification requirements including a list of recen t projects and other information that demonstrates their qualifications and experience in each area. This sources sought is being conducted under FSC Code F015, SIC Code 0781, NAICS Code 541690. The size standard is $6 Million (average revenue over the last three fiscal years). All respondents, in the response to this invitation, must ALSO identify thei r business size relative to the NAICS code. All respondents to this notice will state in their response whether the firm is a large business, small business, 8(a) program participant, HubZone, or veteran-owned business. If the firm is a small business or 8(a) firm, the response to this invitation MUST INCLUDE a discussion of how the firm will meet the Federal Acquisition Regulation (FAR) requirement (limitation in subcontracting) which states ??at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern?. All interested parties are encouraged to respond to this notice and may respond to this invitation by submitting statements of qualifications following the instructions above. Again, this is not a request for competitive proposals or quotations; there is no solicitation available at this time. A determina tion by the Government to proceed with the acquisition as unrestricted, set-aside for small business, or under the 8(a) program is within the discretion of the Government.
