Description

Provide and install tank-level gauges on two propane storage tanks. Gauge system may be analog/mechnical or electronic. Proposals that include electronic devises should specify that any equiment installed (on the tank's) is intrinsically (NEC) safe. Electrical power will not be provided for any equipment proposed to be installed on the tanks. A remote site is available in the Memorial's Administration building to house master control equipment receiving tank information via radio-frequency. Level readings should be available from the equipment on a continuous basis. Warranties (labor and materials) should be identified in the proposal, but not less than five years from date of final acceptance of work. Proposals should include a plan that details the methods the contractor and it's agents will use to evacuate the tanks and render them safe for work. The proposal should include the names(s) and qualifications of those individuals selected to work on the project. The contractor will be responsible for: 1) Preparing each tank for access and work; 2) Installing functional gauges and all associated equipment and accessories; 3) Safety Plan; and 4) Warranty. This procurement is being conducted as a Negotiated Procurement with Evaluation Criteria. All bidders should complete the evaluation forms attached to the solicitation and return them with their proposal. Proposal will be evaluated according to Similar Project Experience, Quantity of Proposed Equipment, Warranty components, Key Personnel, Site Visit to investigate logistics, Analysis of existing failure, Detail of work plan/schedule/safety concerns, Testing and verification of equipment performance. Solicitation will be available only on the DOI Website at http://ideasec.nbc.gov O/A: March 27, 2003... Cost Range: $25,000 NAICS :334513, P&S: J099 Small business Size Standard is:$7.0. This procurement is open to large and small business and is subject to Public law 100-656, Small Business Competitiveness Demonstration Program.
