- Description
- The Space and Naval Warfare Systems Command (SPAWAR), Advanced Automated Tactical Communications Program Office, PMW-179, intends to award a competitive, 100% 8(a) set-aside contract for the fabrication and testing of an AN/USQ-155 (V) Tactical Variant Switch (TVS) to replace the legacy SA-2112 switches. The U.S. Navy currently uses the SA-2112 and AN/USQ-155(V) systems for Red and Black switching on various surface ships. The TVS shall have both Red and Black configurations and provide automated digital switching and control of clear and encrypted signals between Tactical Voice Terminals (TVT), terminals, encryption devices, multiplexers, modems, and radio transmitters and receivers. The TVS shall provide switching for narrowband and wideband signals and allow connection of Integrated Services Digital Network (ISDN) telephone devices in a shipboard environment. The TVS shall be modular, scaleable, and incorporate a chassis designed to fit within a standard shipboard equipment rack. The requirement also includes Line Replaceable Units (LRUs) to support shipboard installation and repair of the TVS. SPAWAR plans to utilize a Best Value evaluation method for proposals with an award based on the Government?s evaluation of anticipated technical benefits, risk assessment and price. Acquisition reform initiatives, such as on-site oral presentations, may be utilized to streamline the source selection process. SPAWAR anticipates the award of an IDIQ/firm-fixed-price contract with a minimum buy and multiple ordering periods over the five (5) year life of the contract. Quantities are estimated at three (3) TVS Sets per year for the DDG ship platform, 1 (one) TVS Set per year for the CVN ship platform, two (2) TVS Sets per year for the T-AKE ship platform and 1 (one) TVS Set per year for the LPD ship platform. A TVS Set shall be comprised of a Black Tactical Switch, a Red Conference Switch and a Red Data Switch. Delivery requirements are estimated at four (4) months from date of order. First Article (FA) units will be required five (5) months after contract award for First Article Testing (FAT). This requirement is competitive 100% set-aside for eligible SBA 8(a) concerns. The North American Industry Classification System (NAICS) code for this requirement is 334220. The solicitation for this requirement is expected to be released on or about 15 April 2003.
