Description
PEO C4I and Space, PMW-176, intends to negotiate, on a sole source basis, a contract modification with Raytheon Company, 1001 Boston Post Road, Marlborough, MA 01752 that will expand the scope of contract N00039-97-C-0099. The modification will create a contract line item (CLIN) to upgrade six (6) AN/WSC-6(V)7 terminals to transmit and receive two simultaneous communication links over the same satellite via single or dual antenna configurations in addition to the basic single channel capability currently contained in the contract. As a result, these terminals will be able to control the existing OE-558/WSC antenna groups currently installed on CV and CVN class ships. This requirement can only be met by an antenna larger than 2.13 meters but smaller than 2.36 meters. This modification is required to complete fielding of the dual channel capable AN/WSC-6(V)5 terminals on five remaining CVN class ships and up to two SCN ships. The contract used to procure the (V)5 terminal has expired and the technology contained in the (V)5 system has become obsolete. Raytheon Company is the only known source that possesses the interface specifications and expertise for these antennas, which are currently installed on the intended ships, and is able to meet current fleet install requirements. SPAWAR anticipates the work under this modification will be on a firm-fixed price basis with two (2) dual-channel capable AN/WSC-6(V)7 to be ordered in FY03 and four (4) ordered in FY04. The contractor will be required to demonstrate efforts to provide subcontracting opportunities for small businesses.
