Description
The Library of Congress has a requirement for creative and expert assistance in the fields of public relations and event planning, on a task order basis. The contractor shall be capable of providing creative and technical assistance with public relations strategies and activities and event planning and management. The scope of the work includes, but is not limited to, the following: preparing preliminary media and event strategic plans; drafting and placing op ed articles; preparing PSA scripts, coordinating the talent used, and arranging for PSA production and distribution; creating media lists, including the "building out list;" developing online outreach, including researching online opportunities and placing online stories; providing long-lead outreach, including securing placements, coordinating materials delivery, and scheduling interviews as needed; pitching the national and local media, including developing the message, soft-sounding reporters, placing features, preparing for reporters, and follow-up; conducting post-event media monitoring and analysis and preparing final reports on outcomes and effectiveness; providing event support such as site plans, dignitary advance services, press logistics services, volunteer needs assessments and training, staging, signs, banners, collateral materials, backdrops, site set-ups, fencing, tenting, power, furniture, security, attendee-related logistics (restrooms, EMT teams, etc.), decor, catering, audio, lighting, radios, event taping, event manuals, and site tear-down and clean-up; evaluating the logistics/operation of the event and preparing recommendations and identifying potential sponsors for fund raising to support events. Personnel requirements include, but are not limited to, a project executive, project manager, senior publicist and event expert. This requirement shall be for a base year plus four (4) option years.
