- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This is a brand name or equal synopsis/solicitation. The item being procured is a TSI Incorporated 3022A-S Condensation Particle Counter or equivalent. The salient characteristics are the following: The condensation particle counter (CPC) shall, as a minimum, conform to the following specifications shown below. 1. The condensation particle counter (CPC) shall operate in ambient temperatures from 10 to 35?? C. 2. The CPC shall operate in ambient humidity ranges from 0 to 90% relative humidity. 3. The CPC shall be no larger than 24 cm x 38 cm x 20 cm (LxWxH). 4. The CPC shall not exceed 12.5 kg (27lb). 5. The CPC shall detect as a minimum, 50 % of the 7 nanometer (10-9m) size particles. 6. The CPC shall detect as a maximum, particles greater than 3 micrometer (10-6m) in size. 7. The CPC shall measure particle concentrations from 0 to 9.99 x 106 particles/cm3. 8. The CPC shall measure single particles in concentrations from 0 to 104 particles/cm3. 9. The CPC shall have photometric calibration from 104 to 107 particles/cm3. 10. The CPC shall provide a running average over 1, 2, 20, and 200 seconds depending on the concentration range. 11. The CPC shall have a 1 hertz display update rate. 12. The concentration accuracy of the CPC shall be ?? 10% up to 5 x 105 particles/ cm3, ??20 % from 5 x 105 to 107 particles/cm3, and coincidence less than 2 % at 10 particles/cm3. 13. The CPC shall have a false background counts <0.01 particle/cm3. 14. The CPC shall have a response time < 13 sec for 95% response to concentration step change when sampling in high-flow mode and < 20 sec for low-flow mode. 15. The CPC shall operate with air and the inert gases nitrogen, argon and helium. 16. The CPC shall have a 25:1 nominal signal to noise ratio. 17. The CPC shall use a 780 nm diode laser as the light source. 18. The CPC shall have a communications protocol command set based on ASCII characters. 19. The CPC shall have a RS-232, 9-pin, D subminiature connector with pinouts compatible with standard IBM style serial cables and interfaces. 20. The CPC shall have a digital display of the concentration, total counts and status of temperatures, aerosol flow, and photodetector voltage. 21. The CPC shall have an analog output, BNC connection, 0 to 10 volts, user-selectable function output of linearized concentration, log concentration, aerosol flow, pump control and photodetector voltage. 22. The CPC shall have a pulse output, BNC connection, 13 volt square pulse typically 3.3 microsecond wide. 23. The CPC shall have data acquisition software. 24. The CPC shall be calibrated with 50 nanometer monodisperse NaCl. 25. The CPC shall have a 100/120 VAC, 50/60 Hz, 200 W maximum power supply. 26. The CPC shall have a front panel 12 digit Light Emitting Display pixel display, operating buttons, aerosol sample inlet, indicator lights of particle, laser, flow, temperature, and liquid status. 27. The CPC shall have a rear panel power connector, fuse, 9-pin serial connector, three BNC connectors, fan, liquid-fill and drain connectors, makeup air port, pump exhaust port, and fill bottle and bracket. 28. The CPC shall have an aerosol flow rate of 300 ?? 15 cm3/min, a high flow inlet of 1500 ?? 150 cm3/min and a low flow inlet of 300 ?? 15 cm3/min. 29. The CPC shall have automatic volumetric flow control. 30. The CPC shall have a working fluid of reagent grade n-butyl alcohol. 31. The CPC shall have an electronic liquid level sensor that initiates automatic filling as needed. 32. The CPC shall have a saturator that operates at 35?? C, the condenser at 10?? C, and the optics at 36?? C. **NOTE TO PROSPECTIVE OFFERORS: IF PROPOSING AN EQUAL ITEM, OFFEROR MUST INCLUDE ADEQUATE INFORMATION FOR THE GOVERNMENT TO EVALUATE WHETHER OR NOT THE ITEM MEETS THE STATED SPECIFICATIONS** The provisions and clauses in the RFQ are those in effect through FAC 01-12. The NAICS Code and the small business size standard for this procurement are 332912 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9 Quotations for the items(s) described above are due by March 28, 2003 at 4:30 p.m. local time and may be mailed or faxed to NASA Glenn Research Center Attn: Timothy M. Bober 21000 Brookpark Road Cleveland, Ohio 44135 Fax Number: (216) 433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
