- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for Extravehicular Mobility Unit (EMU) Battery Replacement to improve performance, reduce battery operations and maintenance, and lower recurring costs of performing spacewalks. 9-BH13-94-03-12P is the result of canceling 9-BH13-94-03-07P. This effort was previously announced in the Request for Information synopsis 9-BH13-94-03-03P of October 17, 2002 and in the Request for Information synopsis 9-BH13-94-03-07P of December 18, 2002. Based on responses received to date, the Government has determined that there is not reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. Therefore, this procurement is based on the requirements of Full and Open Competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 01-12. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about 04/15/03 with an anticipated offer due date of on or about 05/10/03. Draft specifications are attached for informational purposes. The RFO will include the finalized specifications for this procurement. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
