- The U.S. Coast Guard intends to procure One Five Day Applied Suicide Intervention Skills Training, Master Trainer Workshop for 24 people in Orlando, FL. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis with. Living Works Education Incorporated; 4303D?11th St. SE; Calgary, AB T2G 4-X1; Canada. This notice is a combined synopsis/solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on an Unrestricted Basis. SCOPE: The Master Trainer Workshop Trains Professionals, counselors an layperson in estimating the risk of suicide, applying an intervention model to reduce the immediate risk and linking people with available community resources. The Master Trainers course will certify trainees to conduct the two-day (ASIST) Course. HOW TO RESPOND: In order to compete for this solicitation, interested parties must submit a proposal via fax or e-mail, by March 19, 2003, to Myra Freeman, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to mfreeman@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (2) Past Performance (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor but technical factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 00), 52.212-4 (Aug 00).
