- Description
- The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. More information about NIST's investigation may be found at the NIST Web site http://wtc.nist.gov. This solicitation will contribute to completion of the objectives of Project 1, Analysis of Building and Fire Codes and Practices. Specific information for Project 1, may be found by following this link to the NIST Web site http://wtc.nist.gov/media/WTCplan_new.htm#proj1. The objectives of this solicitation are to: 1) document the requirements that governed the design and construction of World Trade Center Buildings 1, 2 and 7; 2) document any differences between the Port Authority of New York and New Jersey (PANYNJ) requirements used for design and then current building code requirements of other jurisdictions and the appropriate model building code; 3) document the procedures used by PANYNJ to accept new and innovative design features that deviated from the PANYNJ building design requirements; 4) document the procedures used to accept new technologies and materials that were not recognized by then current standards; 5) document passive and active fire safety, emergency access and egress provisions that were incorporated in the original design and subsequent modifications during occupancy; 6) document procedures used to accept structural modifications and major modifications made to WTC Buildings 1, 2 and 7; and 7) document the inspection and maintenance procedures used for WTC Buildings 1, 2 and 7. Details of this requirement will be provided in the solicitation. The requirement will be for a period of six (6) months. Award of a Firm Fixed Price (FFP) commercial Purchase Order is anticipated. FAR Part 13.5 "Test Program for Certain Commercial Items" will apply to this requirement. It is anticipated that a single solicitation will be issued on or about March 20, 2003 at www.fedbizopps.gov. The solicitation, all amendments and any questions and answers to the solicitation will be posted to FEDBIZOPPS and are totally the responsibility of the Offeror. No mailing lists will be kept and no hard copy of the RFQ will be available.
