Description

The National Institute of Standards and Technology (NIST) plans to issue an purchase order on a sole source basis to Dr. John Hastie, Gaithersburg, MD, under the authority of FAR 13.106-1(b), Simplified Acquisition Procedures. The object of this requirement is to provide scientific editing services to the Ceramic Phase Diagram Data Center to identify and sort new content. Contractor will identify primary literature references in the area of ceramic phase equilibria by searching "Chemical Abstracts", examine retrieved papers to identify and chemically classify appropriate data and diagrams, provide technical editing of material for volume publication, and examine review articles and other manuscripts archived by the Data Center for references to phase diagram studies. Dr. Hastie is uniquely qualified to perform these services due to the fact that as a former employee, he has specialized knowledge and extensive experience in phase euqilibria that is required to identify new appropriate material in the primary literature, classify systems chemically, and provide the editing services needed. Period of performance will be for one (1) base year plus four (4) option years. All work will be performed on-site at NIST, Gaithersburg, MD. Travel expenses will not be authorized. The anticipated award date is on or about ten (10) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
