Description
This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on or about 03/31/03 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 04/28/03, with an estimated award date of 08/04/03. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The Federal Highway Administration (FHWA) has a requirement which includes technology transfer, deployment and delivery activities, which the Contractor must plan and execute with a team having expertise in both engineering (concrete pavement materials, pavement design, construction and repair/rehabilitation disciplines) and marketing (communication, outreach and adult-technical education disciplines). The work performed under this contract shall be based upon products resulting from the concrete pavement technology program (CPTP) and the related marketing strategies that are proposed by the Contractor and accepted by the Government. The principal recipients of the products resulting from the CPTP are FHWA?s customers and partners, including State highway agencies, industry groups, research and standard-setting organizations, and academia. The following types of work are required: 1) Detailed status report for CPTP projects and products, 2) Preparation of a marketing plan for CPTP products, 3) Periodic review/ update of both the status report for CPTP projects and products, the marketing plan, and 4) and, implementation of marketing plan(s), subject to review and approval by the Government. The FHWA anticipates that the resulting cost-plus-fixed-fee contract will be both an indefinite delivery/indefinite quantity, cost reimbursement contract with one-year base period and (4) one-year option periods. The estimated period of performance is 60 months. The NAICS code for this solicitation is 541613, Marketing Consulting Services.
