Description
This is a sources sought/market research conducted in accordance with FAR Part 10. Andrews Air Force Base is requesting information and any suggestions that will be useful in soliciting for bus transportation. The Performance Based Statement of Work for bus transportation. The contractor is required to provide all management, transportation, fuel, maintenance, buses, operators, personnel for loading and unloading position, equipment needed to identify load/unload areas, bus marking to and from locations and proper staff personnel to assist spectators. An estimated crowd of 200,000 people or more will be serviced. A total of 300 air condition coach buses with a 41 ? 51 passenger or articulated buses that can transport up to 110 passengers with baggage capability is required. Ten (10) of these buses must be handicap vehicles. We request that 10 loading positions be loaded at all times. Contractor has to coordinate with officials at Fed Ex Field for spectator pickup/drop off and all designated points affiliated with services providing passenger pickup from other properties. The contractor must have vast knowledge of the local area and ensure safe and timely travel of direct routes to Andrews AFB. They must present proof they have assets to perform this task and previous records providing support for numerous other special events. Bus service is required on 17 and 18 May 2003 from 0700 to 1900 hrs. Peak periods of demand are anticipated from 0900 to 1300 and 1500 to 1800 hours. Primary transport will be from Fed Ex Field to Andrews Air Force Base. Travel distance is approximately 10 miles one way, round trip 40 ? 50 minutes depending on travel. Fed Ex Field passengers drop off and load points will be controlled by the contractor, Andrews?s transportation staff will be there to coordinate with the contractor. Other transportation is required from Branch Avenue Metro Station to Andrews. Start and end times are the same as for Fed Ex Field. Passengers drop off and load points will be controlled by Andrews?s transportation staff, while on Andrews AFB. Departure time from Fed Ex Field should average 5-minute continuous round trip shuttle service to Andrews Air Force Base. Buses from Branch Avenue Metro Station should depart as soon as the passengers disembark from the train as they arrive. All buses must meet Federal and Dot safety standards. In the event of an emergency on Andrews, contract buses will come under the authority of the Air Wing Commander or designated person to assist in an evacuation or as needed for such an emergency. Contractor will be responsible for compliance with military direction/supervision at Andrews and Fed Ex Field. Contractor is responsible for insuring all operators comply with all military instructions.
